**Overview**
Pertemps Recruitment on behalf of Buckinghamshire Council has an exciting opportunity for a Commissioning Manager / School Place Planner to join the School Commissioning Team in their Aylesbury office (HP20 area) to support the Council in meeting it statutoryduty to ensure sufficient school places. The post holder will build strong relationships with key stakeholders working closely with Academy Trusts, Schools, Governing Bodies and housing developers in order to plan and shape education provision across Buckinghamshire.
This is an opportunity for an experienced School Place Planner, with excellent knowledge of the education sector to ensure we deliver the right outcomes for children and residents and to support effective resource management for the Council.
**About the role**
This is a temporary position paying £450 per day, and you will be working full time, 37 hours per week. Buckinghamshire Council are currently working on a hybrid basis where you will work remotely for 3-4 days per week and in the office 1-2 days per week.
The Aylesbury office is conveniently situated in the town centre (HP20 area) with great transport links including a local train station and excellent road connections to the M25, M1, M4 and M40
The majority of our work includes working with Headteachers, Governors, Academy Trusts and other partners to develop plans that look at options for the future development of education provision both mainstream and SEND across Buckinghamshire, including planningfor the significant levels of housing planned for Buckinghamshire over the next 10/15 years.
The role will ensure that sufficient school places are commissioned and strategies are put in place to expand provision or to reduce the number of surplus places in a cost-effective configuration that meets the local need and to ensure that there is the mostcost effective spend of available capital budgets so that school buildings provide the most suitable environment for achievement and learning. This may include work in the following areas: (this list is not exhaustive)
- demographic and pupil number analysis
- provision/reorganisation of SEND provision
- projected impact of new housing build
- School reorganisation strategy
- School liaison and support
- Managing statutory consultation processes
- Assisting Academy Trusts with DfE Business Cases
- Government's School Capital Building Programmes and Strategy
- Managing school competitions to identify Academy Trusts to run proposed new schools, including new SEND provision
- Providing accurate and sound advice and guidance to schools, promoters of new schools, elected Members, officers from other services, the public and others on the increasingly complex issues relating to school planning and school organisation.
The post holder will ensure that the Local Authority meets its statutory duty in terms of the provision of sufficient school places (Mainstream and SEN) are commissioned across the county. You will negotiate with developers/planning authorities in respect ofnew housing developments to ensure that sufficient income is received to enable additional school places to be provided to meet the future need.

You will have knowledge and understanding of current education legislation and hold strong research and analytical skills
You must be able to write high standard reports and have exceptional presentation skills.
- Strong analytical/problem solving skills and attention to detail
- Be able to work collaboratively with partners and other stakeholders including at senior level
- Effective interpersonal and communication skills including negotiation contributions with developers.
