Are you looking for a new and exciting role. This role of Procurement Officer is a newly established role to join our expanding team. Joining our team at this time you will be able to support and shape changes that will have a real impact on the procurement service we offer operational colleagues.
The post holder should be a self-starter, able to operate independently with the ability to manage their own workload.
Remote working considered, ability to travel to St Ives when required.
Working as an integral part of the procurement team, the post holder will be expected to support and manage elements of the strategic procurement service for Cambridgeshire Community Services, contributing to the development and achievement of the procurement strategy and work plan. The post holder will support the Procurement Manager on procurement issues and lead on specified procurement tasks.
The post holder will support a variety of projects, to provide a service that is sensitive, responsive, and flexible to the changing needs of the organisation. They will work closely with stakeholders to influence choice, prioritise change, deliver value for money, added benefits, standardisation process improvement and improvement to Trust services.
The role of Procurement Officer requires the individual to work with others but also autonomously at times to make decisions that will improve the way the function works and convey this to colleagues. The post holder is also expected to contribute to the sharing of best practice within the procurement department and wider Trust so that procurement activity is engaged in an effective and consistent way.

Main
**Responsibilities**:
- Proactively and consistently ensure that an effective and efficient procurement service is provided that is compliant with the Trust’s SFI and procurement legislation.
- Support high value and complex procurement processes and contracts within legislative and organisational procedural guidelines to deliver value and service benefit.
- Utilise public procurement frameworks and personally call off contracts where required.
- Contribute towards the development of the procurement work plan, develop centralised procurement policies and procedures, and adopt best practice.
- Support in the production of formal and informal reports, receiving complex information, be able to communicate recommendations and reviews for guidance and information purposes.
- Liaises with suppliers to encourage them to meet organisational purchasing needs; explains detailed purchasing/contractual issues, including relevant regulations with both NHS staff and suppliers/ Negotiates contractual issues
- Keep up to date records of procurements and publish awarded contracts on contract finder.
- Identify and develop opportunities for joint working with other partners.
- Will ensure that business processes are effective and efficient and enable the highest possible levels of service quality to be provided.
- Ensuring that received requisitions are validated as best value, compliant against SFI’s and processed in a timely, efficient manner.
- Introduces new purchasing policies and practices that impact on other departments.
- Work in collaboration with project groups to propose changes which impact on projects and policies.
- Negotiation of contract terms and issues arising from implementation and delivery.
- To identify savings at every opportunity and highlighting instances where cooperation is required to achieve them.
- To ensure all savings are accurately reported quickly and efficiently.
- Work closely with units/departments to ensure complete, accurate and relevant specifications are prepared for goods and services.
- Compose and implement procurement SOP that can be shared with the wider Trust.
- Concentration is required to prepare tender and contract documentation, check work, calculate costs and produce recommendations.
Communication
The post holder will foster and develop excellent relationships with Trust colleagues based on openness, trust, and professionalism, building and maintaining a network of colleagues and external contacts to achieve progress on objectives.
- Be visible to staff and stakeholders and regularly undertaking activities to engage and build trust with people involved in area of work.
