As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.
You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.
**Job description**
As a Tree Health Officer within the Forest Regulation and Tree Health Team you will help deliver our regulatory response to controlled pests and diseases that affect forests and trees across Wales.
Our team covers the whole of Wales, providing a service to and regulating both the Welsh Government Woodland Estate and private woodlands. We are looking for an officer who can contribute to the delivery of our work with the public and private forestry sector, businesses, and individuals. The role is predominantly office / home based (to be discussed on appointment), but has opportunities for field work, and you will work with a wide range of internal and external customers.
You will have a big role to play in the response to controlled pests and diseases throughout Wales, taking part in survey work, issuing and compliance monitoring of Statutory Plant Health Notices, and providing advice and guidance to internal and external stakeholders regarding tree health on the Welsh Government Woodland Estate and private woodlands. You need to have integrity, be tenacious, and able to build good working relationships from Day 1. These work areas are likely to dominate your workload, but you may be called on to contribute to other areas within the Forest Regulation and Tree Health teams’ remit.
Over time you will further develop your skills in being able to provide technical advice to internal and external stakeholders, and your ability to undertake investigations and subsequent enforcement action as a result of non-compliance with statutory notices.
We are looking for an enthusiastic and professional officer who can work at a fast pace, often to tight deadlines and who is able to effectively prioritise their workload to deliver more for the environment.
**Responsibilities**
Your responsibilities include:

- Undertake surveys and inspections in relation to the control of regulated pests and diseases affecting forestry and trees.
- Assess compliance with relevant legislation.
- Take appropriate actions to collect evidence for enforcement purposes, in accordance with defined procedures.
- Production of relevant procedures and documentation
- Issue Statutory Plant Health Notices in line with government policy and regulatory principles.
- Provide advice to customers regarding tree health queries and concerns.

**Qualifications, experience and knowledge**
Knowledge and experience of the following:

- Knowledge and experience of the forestry sector.
- Good understanding of commercial forestry and agricultural business processes and pressures.
- A good understanding of pests and pathogens with the potential to affect trees in the UK, and appropriate management measures.
- Ability to identify a wide range of native and non-native species of trees in the UK
- Ability to communicate effectively with regulated business and the public, explaining issues and gaining support by influencing.
- Knowledge and experience of regulatory and enforcement processes.

**Welsh language requirements**:
**Essential Level 3** **- able to communicate with confidence in Welsh in some work situations
**Desirable Level 4****:

- fluent in spoken Welsh
