**Reed Talent Solutions** are working with a **Local Authority** on the search for a **Project Manager** - Development as part of the Homes and Neighbourhoods Service.

As a proactive Development Manager, the post holder will focus on supporting the Development Service Manager to deliver an _ambitious £36 million improvement programme_ relating to the Council’s High-Rise housing stock, including taking the lead role in a project to redevelop two tower blocks for a new affordable housing scheme.

**Location**: Hybrid (currently remote working with the expectation to travel to the project site in Huddersfield)

**Pay rate**: £44,501.62 per annum

**Role Information**:
The Development Manager will also support the operational delivery of the Council’s ambitious House Building Programme. You will demonstrate effective leadership and management skills and be responsible for appraising and progressing new projects in linewith the Councils Housing/Asset Strategy and agreed Service Plan. Working with the Development Service Manager and other Senior Managers within the Service, you will ensure that the overall objectives of the Team, Service and Organisation are achieved.
- Taking the lead role in managing a project to demolish and redevelop two high rise blocks for a new affordable housing scheme. This will involve rigorous project management and risk mitigation, liaising with existing tenants, stakeholders and the CouncilsHousing Management and Partnerships Service Managers to agree a phased decant programme, establishing multi-disciplinary teams to manage the various aspects of the project and reporting progress to the High-Rise Programme Board
- Supporting the Council’s new-build housing programme that has an ambition to deliver a minimum of 100 new homes per annum through construction and acquisition, including project managing a portfolio of development schemes from inception to completion
- Preparing detailed, clearly written reports on key issues, proposals, and performance. When required present reports to relevant Boards, Leadership Teams and Cabinet
- To contribute to the achievement of operational effectiveness and service excellence by providing an efficient, professional and customer focused service to all customers of the Council
- Embed a culture of risk management and appropriately assess, monitor, and mitigate operational risks in line with Councils Risk Management Strategy
- The post holder will receive supervision and guidance from the Service Manager

**Criteria**:

- Direct experience of delivering housing schemes from inception to completion across a range of tenures
- Demonstrating a proven track record of delivering complex targets and goals within operational/service plans
- Securing long term funding and grant to support viability-based development programmes
- Knowledge of Health & Safety, Equality and Diversity, Safeguarding Legislation in relation to the role
- Willingness to work outside normal office hours should the situation arise (evening meetings, emergency call outs)
