Ipsos’s Policy and Evaluation Unit works with public institutions to provide robust evidence on the effectiveness of public policies and programmes and provide recommendations to help set policy priorities and strengthen delivery.

We are a multi-disciplinary team of evaluation specialists, economists and social policy researchers and work across all areas of public policy. Following an initial period of rapid expansion of our work for UK Central Government, we are now intensifying our efforts to expand internationally.

A key strand of this is the EU evaluation market; we are part of consortia that hold framework contracts with several European Commission DGs and Decentralised Agencies, and are winning and delivering a growing amount of evaluation and impact assessment work for different EU institutions.

We are now looking to recruit an Evaluation Consultant to help us continue and accelerate our growth in the EU evaluation market.

**The role**
We are looking for an evaluation professional with a focus on the EU institutions. You will be working closely with Ipsos’s Head of European Evaluation and other senior colleagues to the deliver projects for EU clients, helping to design and implement state-of-the-art evaluation and impact assessment methodologies, collecting and analysing quantitative as well as qualitative data, and drafting sections of reports for Ipsos’s clients at the European Commission and other institutions. You will also contribute to business development by identifying opportunities and contributing to winning evaluation proposals.

You will have the opportunity to work in a range of policy areas to scope and deliver studies exploring the effectiveness of EU policy interventions and their impact. The role may also include work on projects for UK and other international clients.

Recent projects we have delivered in this space relate to:

- Estimating the likely environmental, economic and social impacts of an EU initiative to harmonise mobile phone chargers
- Evaluating the implementation of the legal framework governing the EU Customs Union
- Evaluating the EU’s Strategic Framework for Safety and Health at Work 2014-2020
- Assessing the level of Research and Innovation Investment in Food Systems in the EU
- Evaluating the performance of the European Environmental Agency

Over time, you will be encouraged and supported to develop your evaluation, research and management skills, with a view to taking on responsibility for managing (parts of) projects and proposals.

The role will be based in our London office (Ipsos’s main hub for evaluation services in Europe) or in the Ipsos Madrid office, and offers opportunities for international travel within Europe and occasionally beyond.

**What will I be doing...?**
- Contributing to the delivery of evaluation studies for the European Commission, EU Agencies, and occasionally other public sector clients
- Collecting evidence via conducting interviews, surveys, literature reviews and other suitable methods
- Analysing quantitative and qualitative data, using appropriate tools and techniques
- Coordinating discrete parts or strands of projects
- Drafting accessible and concise parts of evaluation reports
- Contributing to evaluation proposals as part of a wider team
- Liaison with research teams in London, Brussels and other Ipsos locations to execute evaluation studies and provide advisory inputs
- Over time, developing specialist expertise in a policy or methodological area

**What do I need to bring with me...?**
- Some experience of writing and costing winning proposals
- Desire to work closely with clients, to maintain and grow our key contracts
- Ability to lead multiple projects at any one time, working to tight deadlines to deliver quality and profitable work
- Excellent quantitative and/or qualitative research skills. This includes the ability to develop high-quality research materials answering client objectives, and to interrogate quantitative and/or qualitative data to find insights and narratives
- Excellent client handling and supplier negotiation skills
- An interest in our policy areas, such as trade, enterprise and/or economic policy
- Confident and clear written and verbal communication skills, including experience of preparing presentations (and ideally written reports) with a high level of accurate use of English
- Ability to support junior members of the team to develop their research and project management skills
