We are recruiting for the Head of Policy and Strategy in the World Trade Organization (WTO) & Multilateral Team, which sits within DIT’s Trading Systems Group and is responsible for influencing global trade rules and managing the UK's relationship with the WTO and other multilateral fora. The position heads up one of two Grade 6-led branches within the team, the Strategy and Policy branch.

As Head of Policy and Strategy, you will be responsible for managing a team of c.10 (split across four Grade 7 portfolios) providing outstanding leadership for a team responsible for managing the delivery of HMG’s multilateral trade strategic framework, including overseeing the delivery of a suite of live negotiations at the WTO; delivering and shaping our multilateral policy priorities with key bilateral partners like the US, EU, Japan, India, and Brazil; Ministerial and senior official engagement and representation at key multilateral forums including the G7, G20 and Commonwealth; and driving a strategic approach to Multilateral and WTO work ensuring clear objectives are delivered upon through a number of policy, strategy and engagement levers. In this role, you will engage regularly with colleagues across HMG, our diplomatic network, and officials in other WTO Members’ administrations. This is a unique opportunity to sit at the heart of trade policy and delivery, working to deliver UK objectives across a number of high-profile forums and cohering and driving multilateral trade policy to deliver tangible outcomes. You will be uniquely placed to provide strategic challenge on the work of the department and ensure multilateral policy and engagement is joined up, coherent and strategic.

**Job description**:

- Drive the implementation of the Department’s multilateral strategic framework, embedding the vision and objectives set out in the framework and driving a programme of work across diverse policy teams to deliver our strategic objectives.
- Provide constructive critical challenge across a range of policy areas to ensure policy development and live negotiations at the WTO support the delivery of the multilateral strategic framework, including finding UK solutions to the challenges facing the multilateral trading system.
- Ensure all engagement at high level multilateral forums delivers upon and drives forward the multilateral strategic framework. Manage the effective delivery of Ministerial and senior official engagement at forums including the G7, G20, OECD, Commonwealth, World Economic Forum.
- Prepare and support senior officials and ministers for high profile multilateral meetings to deliver UK multilateral trade policy objectives and deputise for senior officials at these meetings.
- Ensure effective dialogues with key bilateral partners on multilateral priorities. Developing strong working relationships with officials in priorities partner countries, making progress on key policy priorities and coordinating on joint priorities ahead of key multilateral engagements in the trade calendar.
- Develop and maintain strong relationships with colleagues within DIT and across Whitehall, in particular FCDO, DCMS, DEFRA, BEIS, HMT, Cabinet Office and UKMis Geneva to help co-ordinate and deliver the UK’s policy priorities.
- Oversee drafting of briefings, submissions and cross-government communications to inform decisions by Ministers and senior officials.
- Oversee the development of engagement plans in line with multilateral trade policy priorities, working to understand and influence trading partners around the world
- Develop a positive work environment through your work as part of the WTO and Multilateral Team’s senior management team and regularly participate in the Directorate’s senior management team meetings.
