**Job summary**:

- We are looking for a highly talented individual to join our Policy, Insight and Analytics Directorate as Evaluation & Impact Officer.
- The purpose of this role is to support the development and delivery of a robust, transparent, outcome-focused, and consistent approach to evaluation and impact across SFC.
- This is a new post which has been created to provide support to the Evaluation and Impact team within the Policy, Insight & Analytics Directorate - an exciting and evolving directorate within SFC. We enjoy working widely across the organisation, as well as with a variety of external stakeholders. The directorate’s mission is to bring together evidence, analysis, policy, insight and communications for the purpose of:

- Providing thoughtful contributions on the performance, achievements and challenges of further and higher education in Scotland
- Providing guidance, expertise and assurance to stakeholders, including colleges, universities and the Scottish Government - Identifying opportunities for continuous enhancement and the sharing of good practice within further and higher education in Scotland.
- Shortlisting will take place soon after the closing date with interviews expected to take place in week commencing 25 March 2024.**Job description**:

- Support the development and delivery of a monitoring and evaluation framework and associated resources, guidance, and training. For example, guidance documents, tools and templates, webinars and training materials.
- Support in delivering training based on these materials to a wide range of internal stakeholders.
- Provide targeted research and evaluation support to teams across SFC, including design & methodology, data collection & fieldwork, stakeholder management, analysis and presentation, and dissemination of findings.
- Synthesise and disseminate evaluation findings internally and externally to a variety of audiences using engaging, insightful and influential methods.
- Attend and contribute to relevant committees and working groups with internal and external stakeholders.
- Identify and be committed to professional development, undertaking role-related training and development to ensure continued high standards of delivery.

**It is important through your CV / Cover Letter that you give evidence of proven experience of each of the following essential criteria**:
**_Essential_**
- Experience using evidence, research, evaluation or analysis to interpret, present and communicate insight and influence change.
- Knowledge and experience of quantitative and qualitative research techniques, such as data analysis, interviews, focus groups, surveys and case studies.
- Sound judgement and critical thinking skills to ensure that outputs are evidence based and address the key issues and a commitment to quality, including accuracy in attention to detail and proofreading work.
- Ability to communicate effectively both orally and in writing, including the capacity to analyse, understand and respond to complex issues in an appropriate manner. - Strong interpersonal skills including an ability to build relationships, engage, consult and influence at all levels.
- Ability to work under pressure and flexibly to manage a range of priorities, alert to opportunities for innovation and to respond positively to change.
- Experience working independently and in a team with the ability and willingness to work collaboratively.
- Good IT skills and an ability to use software such as Microsoft Excel, PowerPoint, Word and Teams.

- Educated to degree level or equivalent or possess relevant professional experience.
- Experience commissioning and working with external consultants.
- Experience developing evaluation frameworks and monitoring and evaluation plans.
- Familiar with statistical and/ or survey software packages and PowerBI or other data visualisation tools.
- Experience of developing training materials and delivering training.

- Alongside your salary of £36,945, Scottish Further and Higher Education Funding Council contributes £9,975 towards you being a member of the Civil Service Defined Benefit Pension scheme.
