We are currently looking for a Monitoring & Finance Officer to join our team.

The post holder will be part of the Western Bay Area Planning Board Support Team that looks after the work of the Board and the commissioning of substance use services across the region.

The Post Holder will be responsible for the monitoring and compliance of grant funded programmes/services commissioned to deliver improved outcomes for vulnerable people, children and families.

They will provide a compliance and monitoring service that ensures the programmes deliver services in accordance with the grant terms and conditions and any contract service specifications.

The Post Holder will assist the commissioning of services by providing intelligence following monitoring activity.

They will provide general financial monitoring of the services funded via the APB to ensure that they are effectively delivered to target and timescale, in line with Welsh Government Grant guidelines.

The main duties of the post;
- To be responsible for the undertaking of performance monitoring to ensure compliance of the portfolio in respect of Council's corporate policies and plans and any related programme compliancy guidance and/or contract service specifications.
- To undertake the monitoring of programme activity and partner contracts/agreements in accordance with agreed contract monitoring framework and annual schedule of visits.
- To analyse monitoring and compliance information and produce monitoring reports on the outcomes of contract monitoring exercise making recommendations for the future commissioning of services.
- As part of the monitoring process, to identify and investigate any non-compliance of contract service specifications and / or poor performance against agreed performance indicators and report accordingly.
- Work with programme leads and service providers to address all non-compliance or poor performance issues by developing, agreeing and monitoring by means of a corrective action plan.
- Support the tendering of commissioned provision by contributing to the development of effective contract service specifications by advising on measurable performance targets which are linked to the delivery of the programmes.
- To ensure that the performance information is recorded and reported accurately and effectively and complies with external funding requirements.
- Support the Service Development Officer in the production of reports outlining progress against targets.
- To ensure all monitoring is accurate and outcomes can be appropriately evidenced.
- Collate and interpret financial and monitoring information, prepare and provide information to the Directorate Accountant in relation to expenditure, invoices and claims.
- Liaise with relevant partners and officers to collect appropriate financial and monitoring information
- Verify invoices received from providers
- Maintain appropriate financial and monitoring records and audit trails

You will have experience in/of;
- Maintaining financial management systems.
- The use of databases and spreadsheets.
- Knowledge of financial systems and use of databases
- Maintaining and monitoring information and performance management reporting systems and procedures.

Ideally you will have;
- Educated to NVQ Level 3 or equivalent by experience
- 4 GCSE’s Grade A-C or equivalent including Maths and English or Welsh
- Possess good interpersonal skills with the ability to develop and sustain relationships with a wide variety of people at all levels and across all sectors.
- Effective presentational skills with confidence to deliver facilitation to a wide range of audiences
- Excellent time management to co-ordinate a range of activities and meet deadlines and an ability to manage competing demands
