The Head of Planning, Performance and Assurance will work with internal and external stakeholders and across organisational teams to lead the process for system performance, oversight and assurance, be responsibility for leading the development and monitoring of the ICBs/System annual operational plans and supporting delivery of the Transformation Programme.

The post holder will lead on the delivery of planning and performance, providing assurance to the ICB and other system partners against these plans, highlighting areas of risk and ensuring appropriate performance management of any associated programmes/projects are in place. The post holder will support the ICB Executive and the ICB Board with processes to deliver system performance and assurance across the C&W footprint.

The post holder will be responsible for ensuring robust performance management is in place to hold the ICB and system partners to account for delivery of key objectives, performance targets (especially those relating to the NHS five year forward view and the Integrated Health and Care Delivery Plan (IHCDP), and constitutional and operating standards. This will provide assurance to the ICB Board and a range of stakeholders that there are clear and robust plans in place to deliver all aspects of a jointly agreed performance improvement programme.

The post holder will lead the implementation of the ICB’s Performance Framework and associated reporting ensuring the highest standards of performance reporting processes are developed, maintained and adhered to in line with ICB and NHS England requirements. This will involve the regular assessment of Provider, ICB and System performance in support of the ICBs and System accountability frameworks and the need to develop and embed robust system and place monitoring and performance management processes that support the early identification of performance pressure points and thus trigger rectification plans

This role will lead, coordinate, and directly contribute to the development of the annual NHS operating plan, overseeing delivery at a system and place level, ensuring national and statutory framework requirements are met.

The post holder will need to develop key influential relationships across the region, System and Place - including operational delivery and performance leads to jointly agree and achieve joint performance objectives, particularly in relation to holding providers and Place to account for the delivery of national and local contract requirements and effective utilisation. This will involve chairing assurance and performance meetings with key stakeholders as required.

Coventry and Warwickshire Integrated Care Board (ICB) is responsible for commissioning NHS services on behalf of people in Coventry and Warwickshire. In consultation with local partners, it plans the delivery of services in a way that both meets local health and care needs and reduces inequalities between different groups. The purpose of our ICB is to bring partner organisations together to:
1. improve outcomes in population health and healthcare
2. tackle inequalities in outcomes, experience and access
3. enhance productivity and value for money
4. help the NHS support broader social and economic development.

As an Integrated Care System we have agreed a common vision as well as the principles of how partners will work together. This is underpinned by the Health and Wellbeing Concordat for Coventry and Warwickshire.

This Concordat was agreed by our two Health and Wellbeing Boards and sets out our goal to enable people across Coventry and Warwickshire to pursue happy, healthy lives and put people and communities at the heart of everything we do.

Planning, Performance and Assurance

To lead, coordinate, and directly contribute to the development of the annual NHS operating plan, overseeing delivery at a system and place level, ensuring national and statutory framework requirements are met.

To embed robust monitoring processes to track System delivery against the operational plan, working with NHS England (Midlands Region) to coordinate the planning and assurance on behalf of the ICB and the System.

Lead the implementation of the ICB’s Performance Framework and associated reporting ensuring the highest standards of performance reporting processes are developed, maintained and adhered to in line with ICB and NHS England requirements.

To support with the development of key performance frameworks as defined by the NHS Oversight Framework, liaising with key stakeholders across Coventry and Warwickshire, to ensure the improvement in health and wellbeing outcomes across Coventry and Warwickshire.

To coordinate the regular assessment of Provider, ICB and System performance in support of the ICBs and System accountability frameworks.
