**Job summary**:
The Drugs Policy Division focuses on developing and delivering the National Drugs mission, as was set out in the First Minister’s statement to Parliament on 20 January 2021.

Our work contributes directly to one of Scotland’s six public health priorities, which are intended to improve healthy life expectancy and reduce health inequalities - “reduce the use of and harm from alcohol, tobacco and other drugs”.

This role is in the Mission Strategy Team, and is an exciting opportunity to be involved in a high-profile area with exposure to funding, programme management, policy and stakeholder engagement.

This is a high profile role with extensive stakeholder and ministerial engagement.

The team is made up for 1x C1, 2x B3s (including this post), 2x B2s and 1x B1. You will line manage 1x B1.

**Time in Post**
Fixed Term Appointment - 30 months for the duration of the National Mission until 2026.

**Job description**:

- Support the Minister and senior officials in the preparation of financial and forecasting advice, considering effective methodologies to ensure for value for money and ensuring effectiveness of funds used.
- Responsible for full knowledge of finances within the drugs policy division
- End-to-end management of the funding process to issue funds
- Monthly reconciliation of funding issued via Programme Monitoring
- Responsible for the financial related policy input
- Oversight of MiCases and PQs / Parliamentary Correspondence relating to finance
- Line management 1xB1 Finance officer

**Person specification**:

- Excellent written and verbal communication skills with experience of working with a wide range of internal and external stakeholders including Ministers and senior industry stakeholders.
- Strong interpersonal skills, with the ability to work with a high degree of autonomy effectively and flexibly as part of a team in a collegiate manner.
- Highly developed numerical skills and analytical thinking, with the ability to produce high quality strategic reports based on funding and budgetary information.
- Experience managing or working with budgets, ideally within Scottish Government.
