**Job Purpose**:
To provide an efficient, cost effective and timely payroll service to the employees of the Authority and client organisations.
**Duties and Responsibilities - Job Specific**
Ensure that payroll information is complete, correct and duly authorised by the correct signatory.

Set up new employees on Trent Payroll system and check all documentation received.

Liaise with Managers and Organisations that Conwy County Borough Council provide Payroll Services to such as North Wales Fire and Rescue Services, Citizens Advice Bureau, Foundation School and others to maintain a good client relationship.

Implement changes to pay or contracts on the payroll system and query any anomalies (having an understanding of the terms and conditions).

Ensure accurate maintenance of the data within the iTrent Payroll System, update records for permanent changes to the employees personal and contract details including change of hours, regarding tax codes, bank account details.

Input information form the monthly returns including overtime, unsocial hours and

on-call hours, unpaid leave and travel claims. It is also necessary to check travel input entered by other Payroll Officers.

Carries out detailed financial manual calculations as required for staff pay and pension due on unpaid maternity leave.

Analyse complex payroll information and identify any errors or discrepancies that have occurred. Decide upon a course of action (given a range of options).

Identify and advise employees and their managers of any overpayments and make arrangements for re-payment of money owed to the Authority. The Payroll Officer will be responsible for the calculating of overpayments (all calculations will be checked by a senior member of staff), at times the calculations will be complex as they will cover more than one financial year.

Liaise with staff where errors have occurred in payment and ensure that payroll information is corrected following the required authorisation. These staff could potentially be irate or distressed.

Notify managers and employees of impending reduction to pay due to on-going sick leave.

Ensure a timely and accurate response to all payroll enquiries.

Plan own workload to ensure that weekly and monthly payrolls are produced accurately and in a timely manner and that deductions are prepared in line with strict timetables. Check all calculations (manually).

Ensure timely termination of staff from the payroll system on receipt of a properly completed and authorised termination form.

Ensure that all documents and record are stored ready for filing in personal files.

Very high level of VDU use, requiring a high level of concentration for extended time periods and advanced keyboard skills requiring speed and accuracy.

To be responsible for own personal development and to take part in the Authority’s performance and development programme.

Implements procedures as directed by senior management and supervisory staff.

Provides ad hoc on the job training and support to new or less experienced members of staff in the Payroll Department when required to do so.

To carry out any other duties as requested by the Payroll Services Manager.
**Duties and Responsibilities - Corporate**
To be responsible for establishing good working relationships both internally and externally.

Compliance with the Authority’s Policies and Procedures and to make known to Senior Officers any areas which are not adequately covered.

To participate actively in supporting the Authority’s principles and practices of equality of opportunity as laid down within the Equalities Policy.

Employees will be required to give certain information relating to themselves in order that the Authority may properly carry out its duties, rights and obligations as an employer. The Authority will process and control such data principally for personnel, administrative and payroll purposes.

As a term of your employment and in order to maintain effective departmental operations, you may be required to undertake any other reasonable task, commensurate with your grade, as determined by your Line Manager or Head of Service.
