From 2019/2020 the Adult Education Budget (AEB), which delivers training to adults aged 19+, is devolved to the Mayor. This is a great professional opportunity for someone wanting to be at the heart of one of the most important devolved funds in London.

You will work at the Funding Policy and Systems team which is responsible for ensuring the AEB annual budget funds training that improves Londoners’ lives and drives forward London’s economy. The design and regular update of main strategic documents such as the GLA AEB Funding Rules and Rates is of particular importance for the successful delivery of many adult training and learning opportunities in the capital.

Within the Funding Policy team we are looking to recruit a Senior Policy Officer (SPO) to lead key strands of work. These tasks might include:

- contribute to the annual process of allocating funding to providers
- regularly update the GLA AEB Funding Rules and Rates documents
- contribute to the process of commissioning funding to external organisations
- support the assessment of requests for AEB growth and funding adjustments to existing agreements
- support the development of a range of other funding policies to underpin the Funding Rules and Rates documents

You will need to be confident in establishing relationships with a range of stakeholders, particularly at senior level, including officers from government departments, the skills sector, business representative bodies, boroughs and the Mayor’s Office. An extensive knowledge of the DfE’s and Education and Skills Funding Agency’s funding policy and programmes is preferred in addition to excellent knowledge of skills and employment policy and a successful track record in policy development and delivery.

**Principal Accountabilities**
- Contribute to the development of key elements of London’s AEB funding policy, which may include the annual Funding Rules and Funding Rates documents.
- Contribute to work ensuring that the AEB funds the training that employers require and which will bring about the greatest benefits for Londoners, by
Determining which qualifications should be eligible for AEB funding
- Where appropriate, through developing payment approaches, including payment by results models, for any commissioned AEB provisions
- Developing accessible data sources to help show which skills are most needed in the labour market, for example, through gaining access to Government admin data such as Longitudinal Education Outcomes (LEO) data.
- Help ensure that the systems are in place to collect, store, manage and process data required in the implementation and design of AEB funding policy, including the approach to paying providers.
- Contribute to research and analysis of skills data reported on the Individualised Learner Record (ILR) and other sources to support AEB policy development
- Provide further research and analysis to help inform other elements of Adult Education Budget funding and commissioning policy.
- Lead and undertake research and provide support to the wider skills team on policy development that will help to realise the Mayor’s manifesto commitments relating to skills and employment, but with a focus on Adult Education Budget funding policy and systems.
- Establish, develop and maintain good working relationships within and outside the Authority, particularly with London’s boroughs and sub-regional partnerships, skills and adult education providers, business representative organisations, relevant government departments and agencies. Within the GLA, the post holder will work closely with GLA Economics and GLA Intelligence.
- Provide high quality written and oral briefings, policy advice and reports for the Mayor and his advisors, GLA staff, government departments and London and national organisations, to include:

drafting timely responses to Mayoral questions and correspondence
- providing concise briefings and responses to questions
- providing meeting management and secretariat functions for key meetings
- representing the GLA at external events and meetings
- Manage resources allocated to the job in accordance with the GLA’s policies and standards.

**PERSON SPECIFICATION**

**Technical Requirements/ Experience/ Qualifications**
- Excellent knowledge of skills and employment delivery and / or policy. Experience of working with Adult Education Budget or other ESFA funding in the past is desirable.
- A successful track record in using research and analysis to inform policy and strategy development. Experience of working with the ILR or similar datasets is
