Newport Local Authority have received funding from Welsh Government in line with the Elimination of Profit Agenda. We are looking to set up regional provisions to support with reducing profit from social care, specifically around inhouse residential provisions. Within Gwent we have a strong history of being able to work as partners and to create Gwent wide approaches with the individuality of each local authority then reflected in the delivery of services. Currently the five local authorities have diverse portfolios across residential care with a range of development plans. Given the geography of Gwent we are working across a relatively small geographical area and wish to bring a strategic coherence to our residential provision. The post will look to work with regional partners to build capacity specifically to oversee all our residential development and ensure Gwent wide services with the possibility of a range of specialism and working with not-for-profit providers. We have experience of working to develop children’s residential provision both alone and in conjunction with health colleagues. This role will continue to develop the progress made by the Gwent local authorities to reduce profit in care.
As Project officer you will work under the Project Manager, across the five local authorities to support to develop and enhance our in-house residential capacity. Across our region there are major challenges in recruiting and retaining residential staff. Part of your requirement of this post will be to work with partners to address the long-term staffing challenges and consider how regionally we can attract and sustain an effective workforce. This may include consideration of bank staffing to move away from agency cover, recruiting differently and sustainably.
The Project officer will support the Manager to specifically look to focus on the wider aspects of the Eliminate agenda. We would set out to work cooperatively to fully understand our needs regionally and work with the current providers both fostering and residential. The Project officer would support and look to return those children currently with for profit providers. They would link with the local authorities within the region and the various national groups as well as look to the local developments. Out of this work we would also establish effective mechanisms to end using agency staff across our social work teams.
