- Job description- The Field Operations Technical Contract Advisor (commonly called the FOTCA) supports our Field Delivery Teams by prioritising the work that we deliver internally and that which we contract out. Ensuring that we are getting value for money, the work is being delivered in a safe manner and an environmentally sensitive and enhancing way is all at the heart of the role.
In this role you will identify and agree maintenance work to be delivered by Field Teams, develop contracts, review tenders and award work. You will lead administration of the Isle of Wight Contract, including initial development of the next contract beyond 2023/24, working with the Hants & Isle of Wight Asset Performance Team. You will be responsible for ad-hoc out-sourcing of reactive or non-routine maintenance e.g. de-silting, non-native species treatment, arboricultural work.
The role will also include:

- Monitoring, reviewing, and reporting progress
- Day to day contract administration, invoices, payments, variations
- Active monitoring: site audit and assurance, quality, contract compliance
- Delivery of ad-hoc specific contracted programmes of work and looking for efficiencies in how we procure this work
- Incident Response contractor training & exercise
- Working closely with the Field Operations Maintenance Advisor to ensure that effort and costs are recorded accurately and spent on the appropriate work

Responding to incidents is a central part of what we do. You will be required to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident. This may attract an additional payment and full training and alternative working arrangements will be available to support you with your incident role.
- The team- Your day-to-day line management will be within one of our Field Teams, however you will be working with all six of our Field Delivery Teams and the four technical teams that support them. Our teams are based across the Solent & South Downs area, stretching from Romsey in Hampshire to Pevensey in East Sussex; you will also be key in the delivery of our out-sourced work on the Isle of Wight.
- Experience/skills required- You will have experience drawn from some or all of the following:

- Preparing and administering contracts for goods or services (e.g., NEC, New Engineering Contract; JCT, Joint Contracts Tribunal; or FIDIC, International Federation of Consulting Engineers)
- Specification/supervision/delivery of maintenance or construction activities
- Vegetation, arboricultural maintenance delivery
- Civil or environmental engineering
- Flood risk management related work
- Familiarity with common health and safety practice on site or through fieldwork

You will need a full UK driving licence to carry out this role.
