Driving change together with external consultants, industry, DE&S and the Front-Line commands, we will enable Defence to achieve greater agility and efficiency, achieving both value for money for the taxpayer and also operational advantage.”

‘Business Modernisation for Support’ (BMfS) is, first and foremost, a business change and process re-engineering programme. It seeks to transition Defence from legacy processes to align with leading practice across both the commercial Support sector and with allies. This in turn allows for future Defence business processes to be underpinned by COTS, cloud-enabled, evergreen IS, integrated with the Defence Digital Backbone, cyber-secure and accessible globally. The introduction of Robotic Process Automation and AI where appropriate will remove the need for human intervention in non-value-adding tasks, and the implementation of a simple, intuitive ‘Amazon-style’ interface will reduce the need for specialist training, minimise instances of human error and improve the user experience.

Aligned to this will be the introduction of Operational Data Services that will increase access to both current and future data. This, combined with the delivery of a coherent, assured suite of IS capabilities, will deliver a step change in data accuracy, completeness, and timeliness. Together, these are essential enablers of the wider SpTx ambition (e.g. Engineering Support Transformation (EST) and the exploitation of AI-enabled predictive-sustainment). Standardisation with allied and industry-leading best practice, enabling integration or exchange of data, will be a key plank of delivering the MDI ambition at the heart of the Defence Support Strategy.

**Job description**:
The BMfS Programme Finance and Cost Assurance Lead role requires a dynamic individual with a strong financial background, ideally obtained within MOD or OGD. The post holder will be required to communicate at different levels across the programme and will require someone with strong communication and collaboration skills to enable building good working relationships at all levels. The role will play a key part in promoting the wider public good in all actions, acting in a morally, legally and socially appropriate manner in dealings with all stakeholders and members of project and programme teams and the organisation.

**Role Responsibilities**
- Engage with Scrutiny (Def. Econ, DPAS, CAAS), ascertain / challenge requirements
- Engagement with FLC Budget holders to obtain confirmation of funding
- Support the Workstreams to ensure the costing evidence and documentation is adequate and is aligned to the data readiness requirements.
- Engagement with DE&S, to ascertain cost implications of Legacy systems assumptions
- Engagement with DE&S and UKStratCom Finance to ensure funding availability
- Attendance at BMfS Senior Programme Leadership Team meetings
- Extensive engagement with individual Workstream Leads to advise on Costing. Ensure a comprehensive understanding of the Programme to identify incoherence in costing by Workstreams. This requires challenging the workstream leads and arranging coherence meetings between Workstreams and BMfS SLT
- Oversight of the BMfS Cost Feeder models development and consolidation of models. This includes significant support to the inputs of the Cost Model.
- Engagement with MoD Centre to ensure compliance / agreement with MoD Accounting and VAT treatment.
- Work with the BMfS Finance Lead, to support IYM, ABC and FCR submissions
- Significant support to the BMfS Benefits to identify the data Sources and assumptions for the Financial Benefits, including coherence with Cost Modelling assumptions.
- Challenge inputs from the Delivery Partner and ensure delivery of Financial Elements in line with the contractual requirements
