**Job summary**:
From 01 April 2023 the Defence Fuels Acquisition Programme and the Defence Strategic Fuels Authority will combine to become the new Operational Energy Authority (OEA). Come and join us for an exciting opportunity to join at the start of the creation of the OEA, where you will be able to contribute, develop and evolve within this new forward thinking organisation as it moves towards its vision for transforming the existing Defence Fuels enterprise.

From the 1st April 2023, Defence Fuels Acquisition Programme (DFAP) will transfer from Defence Equipment and Support (DE&S) to UK Strategic Command to form the OEA. As a result your employment terms will reflect the advert, and your employment will be with MoD Main UK Strategic Command from this date

To deliver Operational Energy Authority Financial processes which include forecasting and accounting for fuel, third party revenue, fuel exchange agreements and leases alongside the usual forecasting and reporting requirements of a busy finance function. Responsible for rigorously controlling and monitoring programme/project costs against approvals and budgets and assisting with the production of robust in year forecasts and 10 year forward plans through the Annual Budgetary Cycle (ABC).

This position is advertised at 37 hours per week.

**Job description**:

- Work with OEA non-finance colleagues to manage and report financial forecasting, including financial risk, providing accurate and insightful commentary, challenge, and variance analysis. Supervise and check system inputs and population of any briefing packs as required.
- Provide Financial input to the Annual Budget Cycle process in conjunction with OEA colleagues, translating their vision to robust costings, which have the correct assumptions applied (eg VAT, Duty, funding type and inflation, etc). Support the production of the Programme Cost Reviews (PCR) provision of 1* Screening Packs. Ensure accurate supporting data and resulting actions are reflecting within the system and changes notified to key stakeholders.
- To challenge and interpret complex supply chains cost data to calculate both accruals and the Weighted Average Cost (WAC) of fuel. Ensuring the later calculation is based on the fully reconciled position and any significant changes are swiftly highlighted to the Front Line Commands as part of the monthly forecasting processes.
- Calculate recharging to Front Line Commands and third-party charging, ensuring they are charged/invoiced in a timely manner, and the appropriate receivables accounting is undertaken.
- Support compliance and audit activity through maintaining clear records and robust audit trails for financial/accounting transactions and activities. Ensure efficiencies are captured are promptly and adequately supported by auditable evidence.
- Work with OEA colleagues develop cost models and assist in the production of Investment Appraisals. Monitor project expenditure against approval and to ensure that VAT, duty and FOREX costs receive the correct financial treatment.
- Ad hoc finance support as required to support the wider ambitions of the OEA.

**Person specification**:
We are looking for someone with drive, enthusiasm and determination who is comfortable working collaboratively. You must be numerate and have a finance background and have the skills needed to
- Make sense of financial information and assimilate it into a robust forecasts and plans (we plan our finances over a 10 year period).
- Have an eye for detail to ensure taut and robust financial submissions are made, which take into account any risks.
- Be comfortable working with inventory data, noting this post has technical requirements around accounting for fuel
- You must be comfortable with briefing stakeholders at different levels of the business and working to challenging deadlines.
- Ideally you will have an accountancy qualification, this can either be as a CCAB/CIMA qualified accountant, or Level 3/4 finance qualification with a recognised accounting institute (such as AAT, CIPFA, CIMA, ACCA or equivalent international accountancy body). or a finance degree.
