**Job summary**:
This is an exciting opportunity to join the Strategy Team within the Department for Business and Trade’s Labour Market Directorate, as a Policy Advisor on Employment Status and Labour Market Strategy.
An individual’s employment status is at the heart of employment law, determining individuals’ rights and responsibilities at work. In this role, you will help shape future policy in this technical and complex area, and advise Ministers on the impacts that future trends within the labour market are likely to have on the employment status framework. You will support on interpreting the impact that legal developments have in this space, and on communicating this to Ministers and senior colleagues.
You will lead workstreams on the rights of platform (gig) economy workers, and be able to understand and communicate the complex way in which the employment status framework interacts with new and evolving ways of working.
Your work on employment status will involve working closely with both analysts and legal advisors and you will build strong relationships with these sets of colleagues. In addition to this you will engage collaboratively with colleagues across Whitehall on a regular basis, leveraging your networks to achieve successful cross-government policy making.
The Strategy Team is a flexible and responsive team. We receive a large number of cross-cutting commissions, from both within and outside DBT. You will play a leading role in managing our responses to these, collaborating across the Directorate and Department more broadly to ensure all views and policy positions are represented and well-articulated. This work could include, for example, government responses to parliamentary committee reports. You will also support the wider team on broader strategic projects as and when they develop.
The Strategy and International Branch sits within the Labour Market Directorate.
Labour Markets is an inclusive and fun place to work that has a significant real-world impact on people’s daily lives. The Directorate has policy and some operational responsibility for employment law in Great Britain. We work closely with partner organisations, such as ACAS and the Low Pay Commission, and other Government departments to advise Ministers on policies affecting workers' rights.
**Job description**:
- Policy development of employment status and employment rights in the gig economy.
- Monitoring ongoing case law, international developments, and research to inform the above.
- Providing briefing and advice to Ministers and senior officials, translating complex policy issues into succinct and well considered advice.
- Responding to Parliamentary Questions (PQs), correspondence and parliamentary briefing requests relating to employment status and the gig economy.
- Leading on a programme of directorate-wide engagement with academics and researchers.
- Leading on managing the directorate's responses to cross-cutting commissions, ensuring these are completed in a timely manner to a high standard.
- Maintaining productive relationships with other UK Government departments whose work has policy implications, ensuring our priorities are well represented and taken into account.
- Supporting directorate-wide strategic projects on the future of the labour market.
**Hybrid working**
Please be aware that this role can only be worked from within the UK and not overseas.
Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.
Most DBT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.

**Essential Criteria**
- Previous experience of policy development and of solving complex policy problems.
- Strong communicator.
- Proactive and able to prioritise and work independently with confidence.
- Extremely strong drafting skills, and the ability to translate nuanced policy issues into clear advice.
**Desirable Criteria**
- Some knowledge or experience of employment law would be useful in this role, though not essential as there is opportunity to develop your knowledge in this area once in post.
