The purpose of the role is to be responsible for the efficient and effective maintenance of the Council Tax Valuation List and collection of revenue in accordance with legislation and the division’s service objectives. Work closely with the Valuation office to maximise the Council’s revenue.

Provide in-depth specialist advice to customers, external agencies and colleagues on valuation matters. To provide a high standard of service to the Council's customers.

**Key responsibilities**:

- Ensure all action is carried out in accordance with legislative requirements, the Directorate & Divisional Service Plans, Policy requirements and those determined by the Business Rates Manager.
- Provide advice and respond to enquiries received by letter, in person, on the telephone and electronically to ensure an efficient and effective revenues service.
- Maintain the Council Tax Valuation List. Process all amendments accurately on the Council’s property database to reflect information received from the Valuation Office in order to maximise the
- Council’s revenue. Update the details of all schedules received on the relevant excel spreadsheet.
- Process Schedules, ensuring accurate updating of the Academy Databases with amendments to the properties as advised by the Valuation Office.
- Manage the creation of new property references using ‘Modulus 11’ to add properties onto Information at work and to provide new BA references to the Valuation Office.
- Raise Billing Authority reports for any new, deleted, split or merged properties. Address errors or composite indicator issues and valuation list errors. Submit the reports to the Valuation Office electronically, attaching any supporting documentation. Use Microsoft Excel and Access to record
- Billing Authority report numbers sent to the VOA. Completing reports in compliance with the
- Valuation Office Submission Standards.
- For new properties, create a new property reference number (and new street code if applicable) on the Academy system and input these on the system along with the relevant work area code.
- Reconcile all data, record and retain precise records. Action band reductions and subsequent refunds; calculating credits for any accounts, including manual calculations for benefits, Council
- Tax Reduction. Ensuring the timely refund of overpayments and calculation of interest payable.
- Monitor and progress the Valuation Offices No Action Schedules accordingly.
- Following completion of schedules; re-profile payments, issue letters and refunds and transfer monies between accounts before council tax payers are billed. Action moving in and out of property accounts accordingly and including the award of discount and relief.
- Establish and maintain excellent working relationships with external bodies particularly the
- Valuation Office (VO) to maximize collection and on matters concerning; new, amended deleted, split and merged properties, raising BA reports where appropriate.
- Monitor the VO’s performance against service standards and report on their performance to the Business Rates manager

**Qualifications**:

- Educated to GCSE and A-Level Standard (or equivalent), including GCSE passes in English and Maths.

**Skills, Knowledge & Experience**:

- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Must have experience of working in a revenue’s environment.
- Excellent Council Tax knowledge of council tax administration - billing, discounts & exemption and recovery.
- Excellent communication skills.
- Working in a revenue of similar environment.
- Updating records accurately.
- Gathering statistics, monitoring targets and performance.
- Managing conflicting priorities under pressure.
- Experience of dealing with challenging customers.
- High level knowledge of Council Tax and or Valuation work.
- Knowledge of Council Business and or Business Rates legislation.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
