Council Tax and Benefits Officer

Overall Purpose of Job:
To serve the customers of the Council by collecting council tax efficiently and disbursing benefits promptly, ensuring accuracy in all transactions. The Council raises £112 million in Council Tax liability per annum and pays out £300 million in Housing and Council Tax Benefit.

Job Context:

- The post holder reports to a Council Tax and Benefits Team Manager.
- The post holder will be expected to work across any of the service points within the service.
- The post holder will work flexibly and collaboratively within a team.
- Home visits or property inspections may be required.
- The post holder will occasionally work evenings, weekends, and public holidays to meet service requirements and represent the Council effectively.
- Wearing a uniform is mandatory for this role.

Key Tasks and Accountabilities:
Staff:

- Foster a result-oriented and customer-focused work culture.
- Engage in continuous personal development.
- Collaborate with staff from various departments, external organizations, or customer representatives.

Service Provision and Development:

- Maintain a high-level understanding of customer interactions and ensure staffs understanding.
- Participate in promotional events and community outreach.
- Handle difficult or sensitive inquiries effectively.
- Understand and address customer concerns.
- Contribute to continuous service improvement.
- Drive an innovative, demand-driven approach to service development.
- Align with the Council's vision, aims, and values.
- Foster effective communications and working relationships within the locality team.

Administration, Finance, and Performance:

- Adhere to Council policies and procedures.
- Maintain quality standards and participate in improving service quality.
- Operate within planning and performance review systems.

Council Tax & Benefits:

- Administer and process Housing and Council Tax Benefit claims.
- Manage Housing Benefit Overpayments.
- Handle billing, collection, and recovery of Council Tax.
- Maintain understanding of the Council Tax and Housing and Council Tax Benefits legislation.
- Understand the end-to-end Benefits and Council Tax systems.
- Use efficient communication methods.
- Identify and report fraud.
- Distinguish between payment avoidance and those needing a sympathetic approach.
- Develop system measures to assess service effectiveness.
- Record relevant data for service assessment.
- Use system measures to improve work.
- Make well-informed, explained, accurate, and rational decisions.

Health & Safety & Council Policy:

- Comply with the Council's Health & Safety policies.
- Maintain a tidy, safe, and secure Front Office facility.
- Uphold compliance with the Council's policies and procedures, including Information Governance and statutory responsibilities.

**Requirements**:

- Familiarity with Northgate and previous Revenues & Benefits experience is essential.
- Knowledge of council tax and benefits processes.
- Excellent communication and customer service skills.
- Ability to handle sensitive information and maintain confidentiality.
- Flexibility to work evenings, weekends, and occasional public holidays.
