**Job summary**:

- Reporting to the Deputy Director of Finance and Operations, this new role will develop and deliver strategic financial analysis and advice to inform decisions at senior management, executive and Board level. The job holder will also lead on improving the quality of our analysis and supporting systems, the financial review of our non-core investments, and support wider transformation across the directorate.**Job description**:
The post-holder will be directly responsible for a small team and will have responsibility for strategic financial analysis and advice covering £1.9bn of programme funds and £8m of running costs.

KEY RESPONSIBILITIES

1. Overall responsibility for strategic finance. Ownership of the Spending Review exercise including coordinating financial analysis across the directorate, advice to senior management and negotiations with the Scottish Government (SG).
2. Developing and maintaining the SFC's medium-term financial plan (covering multiple academic and financial years) to inform strategic scenario planning and decisions by senior management, working closely with colleagues across the Finance Directorate.
3. Supporting the Deputy Director, Finance & Operations with strategic financial analysis including scenario planning and related SG commissions.
4. Producing reports on strategic financial matters prepared for senior management and Council Committees, ensuring significant issues are highlighted.
5. Operating as technical expert on the SUN finance system: maximising our current system capability; developing our system reporting to meet new stakeholder requirements; and leading on the project to identify the future technology solution for the Finance Directorate.
6. Developing and implementing monthly management information for the Finance Directorate, providing performance information and financial analysis, incorporating management accounts and a summary of the SG budget monitoring return prepared by the AD Financial Management.
7. Coordinating the financial review of non-core investments, including the analysis of relative value for money and the opportunity cost of new investments (working closely with Asst. Director of Financial Management, who will review affordability).
8. Developing tools to support and improve financial planning and analysis across the Finance Directorate, including (i) standardisation and quality assurance of our main Excel models, (ii) improved understanding of our data structures and data flows and (iii) developing our methodology for regularly reporting across both academic and financial years.
9. Building an integrated team to manage the strategic finance function and provide ongoing management and development of that team.
10. Supporting transformation activity across the SFC and directorate, leading on specific projects linked to strategic finance, including opportunities to maximise income and address multi-year planning issues.
11. Deputising for the Deputy Director, Finance & Operations as appropriate.
12. Jointly with the Asst. Director of Financial Management, developing the finance business partnering support offered to SFC internal stakeholders.

SKILLS, QUALIFICATIONS AND EXPERIENCE

ESSENTIAL
- CCAB accounting qualification (or part-qualified with sufficiently relevant depth of experience covering strategic finance and financial management as to demonstrate the necessary understanding and professional competence required for this level of role).
- Ample experience of finance and management accounting and IT systems.
- High level analytical skills.
- Proven leadership skills - to deal with change management and enable the teams to be developed and sustained, creating a strong customer-focussed teamworking environment.
- Effective written and oral communication skills including experience of explaining financial information to non-finance staff.
- Flexibility, ability to co-ordinate a diverse range of priorities and react positively to change.
- Excellent IT skills including Microsoft Word and Excel.
