Operational requirements Develop relationships with all planning authorities and work in partnership to ensure that health matters are factored into long term growth strategies Lead the process to make section 106 and CIL applications where housing growth impacts on health services Work with NHS partners across NEL to have a coordinated approach to section 106 applications Monitor the section 106 allocations ensuring funding is available at the appropriate time contributing to impact and performance improvement interventions across relevant portfolios, programmes, and projects in the organisation and across the system, taking a lead for identified areas as agreed; supporting work with the delivery unit to allocate NHS NEL transformation delivery resources, in line with organisational and system priorities; providing coordination of, and participating in, relevant internal and external working groups and providing project advice and support where requested; providing relevant and timely specialist advice and guidance to portfolio, programme, and project managers, supporting the achievement of value for money through tracking, managing, and delivering agreed benefits; working with members of the team, wider transformation directorate, and other key stakeholders to investigate the causes of any variance from plans and targets and proactively contributing to the implementation of solutions; managing risk and issue tracking mechanisms and proactive escalation and resolution processes; proactively and effectively managing stakeholders across NHS NEL and partner organisations, responding to conflicts between stakeholders and supporting their resolution through facilitation or other appropriate mechanisms; and deputising for the Senior Infrastructure Planning Managers as required 3.2 Financial and physical resources Manage the budget for S106 and CIL at each borough level to ensure health partners are bidding for money within the rules of each pot delivering programme and project management that achieves value for money and promotes excellence; providing regular reporting on the targeting and deployment of scare resources and monitoring their impact from a value for money perspective; evaluating programmes and projects within an identified portfolio for delivery against agreed milestones and impact measures (including financial targets), through sophisticated and high-quality analysis; acting in a way that is compliant with the organisations standing orders and standing financial instructions in the discharge of this roles responsibilities; and constantly striving for value for money and greater efficiency in the use of relevant budgets and to ensure that they operate in recurrent financial balance year on year Staff management line managing relevant team members, including the full range of HR responsibilities and taking into account all instructions and guidelines issued; managing, motivating, and developing less senior staff within the team to ensure that they are able to deliver the new responsibilities of the integrated care system; and taking a lead in the coordination of training, development, and recruitment activity across the team 3.4 Information management devising and implementing improvements to current management information, analysis, and reports; suggesting enhancements to decision-making processes; and ensuring timely and accurate review and provision of information, analysis, and reporting to managers as required on agreed areas of work 3.5 Research and development contributing to the development of key performance indicators for the assessment of project and programme impact; and planning and developing research, development, and evaluation methods for projects and programmes, delegating as appropriate 3.6 Planning and organisation contributing to team strategic planning, identifying interdependencies across programmes and projects, potential impacts on the wider organisation, and resource requirements, building in contingency and adjustments as necessary; contributing to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with the organisational and system-wide approaches; contributing to short-, medium-, and long-term business plans designed to achieve agreed outcomes and outputs; and developing policies and procedures relevant to the directorate and with an impact on the wider organisation, as required Please see attached Job Description and Person Specification for further details of the main responsibilities.
