**Job Title**: HR Consultant - Organizational Change
**Job Location**: Medway, Kent.
**Length of Contract and Rate**: Fixed term contract until March 31st, 2026;
37 hours per week;
Range: £35,935 - £41,614 per annum.

**Summary Description**:
We are seeking an experienced and skilled HR Consultant to provide leadership and direction for the Adult Social Care division to meet readiness for CQC assessment. The role focuses on promoting HR organizational change, reviewing terms and conditions, pay and rewards, organizational design, culture change, and good practices within the council.

**Key Accountabilities**:

- Support the development and implementation of organizational change.
- Identify and coordinate risk mitigation activities.
- Develop business cases for organizational change.
- Manage staff consultation processes ensuring statutory compliance.
- Coordinate administrative duties and financial/budget assessment for organizational change.
- Present data to enable progress monitoring against project objectives.
- Design and deliver communication events.
- Participate in performance appraisals and contribute to team development needs.
- Comply with GDPR responsibilities, safeguarding, and health and safety policies.
- Support the council's commitment to becoming carbon neutral by 2050.

**Person Specification**:
**Qualifications**:

- GCSEs A*- C in English and Maths or equivalent.
- **CIPD or equivalent HR qualification and/or extensive relevant experience.**:

- Desirable: Project management qualification or relevant project management experience.

**Knowledge**:

- Employment legislation and its practical implications.
- Practical knowledge of human resource management and organizational procedures.
- Understanding of the value and use of technologies in improving services.

**Experience**:

- Supporting organizational change programmes.
- Trade union consultation.
- Operational experience in HR and Payroll management.
- Customer-focused organizational experience.
- Supervising and coordinating employees.

**Skills**:

- Proficient in Microsoft Word, Excel, PowerPoint, and Outlook.
- Strong communication skills for presenting complex information.
- Excellent organizational skills and attention to detail.
- Ability to handle high-pressure work situations.
- Judgement and creativity in resolving work situations.
- Analytical skills for interpreting complex information.
