The NHS Pay, Employment Services and Industrial Relations Directorate is responsible for policy on national pay and contracts for over a million NHS staff, as well as leading the government response to strikes within the NHS.

It is a high profile, stretching area of work which provides an excellent opportunity to work closely with Ministers, senior officials and a wide range of internal and external stakeholders.

**Job description**:
The post holder's primary focus will be on leading pay policy for Very Senior Managers within the NHS, as well as managing the case work related to this staff group. This is a complex and interesting policy area that seeks to balance the need to recruit talented senior leaders into the system, particularly in challenging areas, whilst providing value for money for the tax payer.

The post holder will also be responsible for supporting one of the Senior Policy Managers in the pay team with the annual pay review process for Very Senior Managers. This process is the established mechanism for determining pay uplifts in the public sector.

In addition, they will also be responsible for driving forward a programme of reform around the pay review process, ensuring that it runs as effectively as possible with the trust of all key stakeholders, particularly trade unions.

**Person specification**:
**The postholder will**:

- Lead the development of written and oral evidence packs for the Senior Salaries Review Body (SSRB), commissioning input from relevant teams
- Own and develop the policy relating to Very Senior Managers (VSM)
- Lead on development of the new VSM pay framework and work with key partners to publish and implement it
- Manage the process around VSM casework whereby senior salary proposals are submitted to the department for review/agreement
- Manage a virtual team to support on routine casework whilst taking ownership of non-routine cases
- Develop positive relationships with key stakeholders both internal and across government, including leading on the relationship with the secretariat to the SSRB
- Manage the policy design and implementation process of non-pay elements of the 2022 AfC pay deal, specifically focused on a review of the pay setting process
