Following the U.K.’s withdrawal from the EU, arrangements for transition have required a range of policy and operational responses. Consequently, additional inspections of products, plants and live animals entering Northern Ireland are necessary. As a result, increased veterinary and other staff are required to staff the Northern Ireland Points of Entry and additional inspection facilities are required to support them.
The Premises Officer is responsible for ensuring all Health & Safety elements, including fire safety on the site are carried out in line with policy. The Premises Officer is also responsible for ensuring Planned Preventative Maintenance is carried out in accordance with the agreed schedule & ad-hoc works are carried out within an appropriate time-frame.
**As a PREMISES OFFICER your main responsibilities will be**:
- Health and Safety - Fire precautions officer including testing, accident investigation, risk assessments, management of maintenance work including “hot work” permits & noise level restrictions.
- Maintenance - Management of pre-planned & ad-hoc maintenance, ensuring health & safety protocols are adhered to. Management of contractors working in or around the building; currently dealing with main building contractor to resolve defects; dealing with emergency/ ad-hoc repairs though DoF helpdesk. Co-coordinating with Estates Transformation Division and CPD Property Services Division (PSD) to develop the changeover strategy from defects period to use of the CPD collaborative maintenance contract.
- Customer Service - Managing visits to the building from senior officials and dignitaries. Management of floor space including seating allocation. Attending and contributing to building user group Committees including meeting with TUS and dealing with ad-hoc requests from staff, contractors and members of the public. Contributing to contingency planning related to premises responsibility.
- Contract management - Contractor liaison, supervision of contract security & cleaning staff. Liaison with contract managers to provide an assessment of procured services against Key Performance Indicators.
- Financial management - Finance/ budget control & returns. Adherence to procurement Account NI. Payment approval & monthly reports. Provision of occupancy information to inform planning decisions. Energy efficiency cost savings targets discussions with Departmental Energy Efficiency Manager.
- Building control - Managing building access/ controls on a 24/7 basis, and managing staff turnaround and induction. This also involves setting out building protocols, having key-holder responsibilities for the premises and managing postage. There is also responsibility for managing multi-function printing and photocopying devices as well as managing meeting room controls and set-up.
- Port Operator - Support Port Users including Inspectors in GB by supplying updated contact details and site operating manual. Source training as required to ensure best practice and adherence to Health and Safety protocols.
