**Finance and Data Organisational Lead - Children’s Services (outside of IR35)**

**_Vacancy Ref: 66844_**

A position has arisen for a **Finance and Data Lead**within a prestigious local authority in **the South West**.

A Data and Finance discovery project carried out in 2021-22 highlighted several weaknesses in controls over both financial activity and data integrity. In short, data quality is not good enough to use reliably to forecast, review trends or look for efficienciesin the system. Investment is required for the directorate to progress into a data-led service.

**Payment method**:Milestone basis (payments to be processed upon completion of milestone)

**Rate**:£450 per day (EST Day rate via Ltd Company
- negotiable DOE)

**IR35 Status**: Outside

**Milestones**:
- Review previous work and meet key stakeholders
- Document current business processes for managing financial payments and transactions and how these align to the recording of activity, and the resourcing of these processes.
- Develop and implement an interim process for change requests - establish governance over activities which impact on data quality and financial transactions
- Liaise with Service Leads, IT, Business Intelligence, Liquidlogic helpdesk & Finance to determine current systems requirements/roadmap.
- Presenting potential solutions to meet our requirements for data and financial management
- Review the legislative and policy arena, and likely 10-year aims and direction of travel
- Use all the above to co-operatively develop the Target Operating Model (TOM) for data and financial activities in Children's Services in B&NES
- Provide detailed steps required to achieve the TOM with indicative timeframes and resource implications
**Essential Experience**:

- Experience working as a Lead Consultant on a milestone project or project of similar nature
- Experience of working with Liquidlogic Children’s System and a payments module capable of integrating with LCS
- Developing data and financial management processes within complex public sector departments
- Working in Children’s Services, or in another complex, fast moving and segmented public sector department
- Analyzing current processes, mapping out improvement pathways, designing a target operating model (TOM) and producing a realistic long-term road map for delivering the TOM
- Delivering training in systems and processes to all levels of an organization (i.e., front line workers to senior management)
