Located: Luton

We have a fulltime opportunity for a Contracts and Compliance Partner to work for an established not for profit housing association based in Luton.

**Responsibilities Contracts and Compliance Partner**:
Compliance
- Ensure that all compliance information is co located within the data system and 100% of cycle maintenance is achieved to ensure the organisation remains legally compliant.
- Ensure that our data for all aspects of compliance, are recorded, accessible and reportable within our data systems.
- Ensure that the cycle of servicing is commenced at the appropriate time to ensure access and completion of the servicing before the anniversary date and that access is enforced through our no access process seeking legal intervention as required
- Ensure that our records, certification, inspection sheets, are recorded and completed appropriately.
- Ensure that any required or recommended remedial works are carried out at the time or as soon as practicable afterwards and that the installation is recertified as appropriate such that clean certificates are recorded. Any variance to this must be agreeddirectly with the Head of Property.
- Ensure that regimes of quality control and sample audits are in place to test the works and validity of the servicing and certification regimes.
- Ensure that internal colleagues, external contractors, engineers and all supervision, management, quality control and other persons, organisations or professional bodies who work on our assets for the purpose of servicing and providing assurance and certificationare appropriately and currently validated and certified by the statutory, advisory, or professional body appropriate to the activates required.
- Ensure that we maintain accurate data records for all aspects of Asset Management and maintenance and that these are stored on our systems accurately such that they can be accessed and reported upon at all times.

Repairs
- Oversight and development of in house and outsourced repairs scheduling - aiming for 95% of all jobs to be completed at first visit and 95% of customers to be satisfied with the service.
- Develops clear guides and standards for repairs across the various tenures to ensure that expenditure is being incurred appropriately and consistently and data is being gathered, captured, and used accurately.
- All repairs to be raised on IT system, completed with evidence of works (photographs).
- Agree invoicing from DLO teams.
- Provide written/verbal reports as required on repairs and compliance
- Liaise with contractors monthly to review performance and improvement opportunities.

Health & Safety
- Ensure all H&S information is kept on record and updated as required eg contractor insurances, RAMS, Trade Qualifications etc.
- Ensure that we have 100% clean and valid certification and servicing records for all aspects of home Health and Safety and that these records are accessible and reportable.

Financial
- Work with Head of Property to develop repairs, compliance and cycle budgets.
- Monitor monthly expenditure for repairs and compliance.

General
- Liaise with all departments - aiming for 100% compliance and ensuring that all repairs and compliance are scheduled and prioritised.
- Prepare and implement a comprehensive regime of cyclical servicing, testing, inspecting and maintenance in place.
- Review the performance of approved contractors including implementing changes to the approved list of contractors.
- Respond to emergency situations outside normal working hours, if necessary.
- Promote services to the wider community.
- Attend networking and partnership meetings to gain support and ideas from external organisations.
- Ensure that policy reviews are carried out at regular intervals and kept up to date.
- Work collaboratively with other departments to ensure that all Legislation is adhered to.
- Understand and follow policies and procedures always, including Health and Safety, Fairness, Lone Working, SOVA and Child Protection, reporting any concerns as required under legislation and Local Authority procedures.
- Take responsibility for undertaking the appropriate level of Disclosure and Barring Service (DBS) check every 3 years, updating your manager of any changes in your status.

**Skills / Experience: Contracts and Compliance Partner**
- Well-rounded education with a business-related degree or equivalent experience, which evidence the appropriate calibre for maintenance management post
- Good working knowledge of building construction, building regulations and health and safety legislation; or identify relevant consultants to support the service
- Experience of managing change and creating a culture of continuous improvement.
- Experience of delivering high standards of customer service to all customers, internal and external
- Working knowledge of accessing and updating information on a properties database.
- Experience of monitoring & evaluation
- Experience of delivering a project/programme
- Experience of managing and developing a team
- Commercial awareness and business acumen (outcomes driven).
- Robust and effective leadership skills
- Problem solver and sound decision-maker
- Strong project management skills
- Self-motivated, confident, collaborative, dynamic and driven
- IT literate - Microsoft Office
- Full driving licence
