**Job description**:
The Economic Research and Engagement Team in Transport Appraisal and Strategic Modelling division (TASM) is responsible for leading cutting edge research into transport economics (with a focus on wider economic impacts), ensuring that rigorous economic analysis feeds into policy development and key decisions, and leading the DfT’s engagement with academia and industry on transport modelling and appraisal. The team consists of one Grade 6 economist, two Grade 7 economists, two assistant economists and an academic research fellow. Across the wider division, we collaborate regularly with colleagues from different professions including transport modelling and operational research, supporting one another to generate the best collective insights.

This role sits at the heart of the DfT analytical community, in the TASM, and involves working collaboratively with another Grade 7 economist to develop methods for analysing the wider economic impacts of transport investment and to provide advice to those developing business cases for transport proposals. This is a high-profile area and you will play a key role in supporting the development of robust transport spending proposals.

You will be closely involved in debates around how best to analyse transport’s impacts on the wider economy, influencing key internal and external stakeholders, and building consensus around emerging evidence and methodologies. You will engage with leading academics in the field as well as analysts working on related issues in other Government Departments.

You will also undertake high-profile economic analysis to support policy development across DfT when needed. This will be a combination of fast-turnaround pieces of work to answer urgent policy needs, and leading on longer term pieces of research to support the development of the appraisal evidence base in TAG.

**_ Responsibilities include, but are not limited to: _**
- Designing and implementing programmes of research to ensure the DfT’s evidence base for Wider Economic Impacts (WEI) remains cutting-edge, and has the maximum impact in terms of supporting decision making. This is likely to have a particular focus on agglomeration and employment impacts, to support the Department’s Grow and Level up the Economy Strategic Objective.
- Provide advice and constructive challenge to scheme sponsors on reflecting Wider Impacts in scheme business cases, with a particular focus on the largest and highest priority schemes in the Department such as HS2 and East West Rail.
- Work with other Government Departments including HMT, DESNZ, DBT and DLUHC to ensure appraisal methodologies are aligned and appraisal frameworks support development of investment proposals as part of place-based strategies.
- Support the work of the wider division by leading specific research projects in transport economics and appraisal, aligned to the DfT’s Appraisal and Modelling Strategy. These could cover, for example, social impacts, estimating user benefits under land-use change, environmental impacts or supplementary economic modelling (e.g. Land Use Transport Interaction (LUTI) or Spatial Computable General Equilibrium (SCGE) modelling).
- Line manage one assistant economist, with a split of responsibilities between supporting external engagement and developing the WEIs guidance. Potential to manage another AE on work relating to maintaining TAG, as well as any other agreed projects, supporting the G7 line manager to deliver opportunities which develop capability and offer stretching tasks.
