Local Transport is a high priority for the Government and the Prime Minister. The Local and Regional Transport Analysis Division (LRTA) is a friendly, highly motivated, multidisciplinary analytical team made up of 30 economists, transport modellers and social researchers. The portfolio of work of the division is very broad - encompassing analysis to inform local road, bus, light rail and taxi policy, active and accessible travel, London Underground financing and capital projects. It also covers analysis in support of place-based policies including the Government’s ‘levelling up’ agenda, transport infrastructure to support house building and transport in cities to support economic growth. We provide analysis to understand the impact of and support recovery from Covid-19, and the future bus strategy including reforming the Bus subsidy and evaluating Bus Service Improvement Plans and the £2 bus fare cap.

The team is responsible for providing analysis and advice to support the design, delivery and evaluation of some of the government’s priority and high-profile policy areas and strategies, including; Levelling Up Fund, Quantifiable Carbon Reduction and Local Public Transport and Roads to name a few.

These policy areas have strong links to high priority Government strategies to deliver decarbonisation, level up the country, make transport more inclusive, and improve the transport user experience. LRTA team members work flexibly across team boundaries, supporting each other to deliver the top priorities of the Local Transport and Regions Cities and Devolution directorates. We also work closely with other analysts in our directorate and the wider department.

**_ Responsibilities include, but are not limited to: _**
- Leading the analytical work that will be required to implement the Transport Decarbonisation Plan commitment on Quantifiable Carbon Reductions (QCR) in Local Transport Plans (LTP). Leading engagement with senior colleagues in policy teams to ensure that the impact of transport schemes and programmes on carbon budgets and targets are fully understood. Leading engagement with external stakeholders and lead officials within DfT and across Whitehall on QCR methodologies and analysis. Providing advice to Sub-National Transport Bodies on the decarbonisation projects funded by DfT, to ensure that outputs and insights are fed into the LTP guidance to quantify carbon savings.
- Leading carbon analysis across Local Transport programmes and projects so that there is greater consistency in methods and reporting. Leading research work to deliver enhancements to the carbon estimation methods and build the evidence base, in liaison with analyst colleagues across DfT.
- Providing analytical assurance and economic appraisal review on major local transport programmes covering public transport, cycling and walking and local road maintenance and improvements. This will involve providing value for money advice for significant investment decisions for Major Road Network programme (£5.5bn), Levelling Up Fund (£4.8bn) and Cities Region Sustainable Transport Settlements (£5.7bn). Working with external stakeholders to develop appropriate analysis for business case development and provide advice to decision makers on quality of submissions. Partnering with the DfT Carbon Management Team and the Carbon Centre of Excellence to ensure that carbon impacts are presented clearly and consistently to decision-makers such as Tier 1 and 2 investment boards and ministers.

- You must be an existing member of the GES profession or be eligible by meeting the criteria:
- Minimum of three years working in a role in which you have applied your economic knowledge and technical skills.
