**Job summary**:
This role sits within the Submarine Directorate within Navy Command at the MoD.

The Project Support Officer (PSO) & Secretariat Lead covers a diverse range of activities to support the delivery of the project’s objectives. The role enables the smooth running of the project by supporting the project’s leadership team through the operation of project management processes, and the co-ordination of business management actions and activities on their behalf.

The role also leads on the provision of secretariat to three of the major programme boards within the Submarine Directorate and provides assistance to Directorate-wide boards in the absence of colleagues when they are on leave.

The PSO & Secretariat Lead will have responsibility for liaising with a broad range of internal and external stakeholders in the delivery of their work. They will take personal responsibility for ensuring that governance boards are effectively managed and delivered.

The post can be based in London, Portsmouth or Bristol - with an expectation for regular travel across these locations and potentially very occasional travel to other defence locations such as HMNBs Clyde and Devonport.

This position is advertised at 37 hours per week.

**Job description**:
**Responsibility**

**Governance and reporting**: Provide secretariat for governance boards, ensuring papers are distributed in a timely manner and that minutes and actions are accurately captured and shared.

**Governance and reporting**: Co-ordinate reporting from projects and provide analysis of performance to the programme board.

**Results/actions**: Ensure that agreed actions are implemented, and that any lessons learned are applied to future change initiatives.

**Information management**:Ensure sharing of relevant information and outcomes/decisions from individual programme boards, across other relevant programmes and directorate teams.

**Administrative**: Ensure organisational tasks are carried out efficiently. Manage compliance of the project with Departmental Security, Health and Safety, Equality and Diversity, Business Continuity and Business Planning.

**Stakeholders**:Manage and engage with a wide range of internal and external stakeholders in the development and delivery of programme and directorate information.

**Financial control**: Contribute to the compilation of budgets and support in-year financial management activities.

**Business case**: Draft parts of the business case. Liaise with business case investment approval boards and ensure business cases have timely slots at all relevant approval boards. Prepare papers for upwards Investment approval boards.

**Knowledge management**:Implement knowledge and information processes. Advise the project on correct processes and lead the lessons learned process, sharing best practice and knowledge.

**Essential Criteria**:
Experience of working in a major project or programme.

Experience of providing secretariat for senior level boards.

**Desirable**

Experience of working in or knowledge of the defence or security sector - either through government or industry.

Demonstrable commitment to learning and using established project management methodologies to enable successful delivery.

**Technical skills**

Obtained or working towards one project/programme qualification, or demonstrable equivalent experience, is required for this role eg: MSP, PRINCE2, APM
