**About the role**

The Head of Customer Finance reports to the Assistant Director Communities and Performance, leads the management of all customer financial affairs related services for the Adult Social Care Directorate.The service supports both residential and community customers and is responsible for charging and timely billing, the administration, set-up and monitoring of Direct Payments, the management of client financial affairs as Appointee or Deputy, timely payment of commissioned care services and management of income recovery. Due to the nature of the work carried out by the service, the postholder will ensure that teams fully comply with statutory and internal expectations of best practice in both their work and conduct, with standards appropriate to the sensitive nature of client data held by the function and the value of transactions they are responsible for.

As a Head of Service, you will be part of the senior management team supporting the delivery of strategic priorities, responding to change, supporting preparation for CQC assurance inspections and, specifically relevant to the leadership role, will be ensuring a whole system approach to care purchasing and income maximisation within Adult Social Care. This means working alongside other senior managers within Adult Social Care to lead and influence service improvement and transformation work which contributes to effective, timely and accurate care purchasing and supports the maximisation of client income.

**About you**
- Have knowledge and experience in Local Government, with significant experience in managing complex multi-disciplinary teams at a management level
- Knowledge of major financial issues facing local government, understanding of national policy context, challenges and opportunities facing the sector
- Ability to work closely with social work practitioners/services, building trust and confidence quickly, supporting them to deliver change
- Understanding of adult social care customer financial affairs, relevant legislation and guidance
- Innovative mindset, with ability to provide new ideas and proactively respond to organisational change while effectively setting direction and delivering a service
- Successful track record of developing and delivering services which are effective at meeting customer needs and are cost-efficient
