**Job summary**:
The Office for Local Government (Oflog)'s vision is to help make local government even better. We will increase understanding about the performance of local authorities, warn when authorities are at risk of serious failure, and support local government to improve itself. To do that, Oflog's strategic objectives are:

- ** Inform**: to increase understanding - among citizens, civil society, central government and local government itself - about data on the performance of local authorities;
- ** Warn**: to help identify local authorities that are at risk of serious failure but have not raised the alarm themselves;
- ** Support**: to support local government to improve performance, productivity, and value for money: championing best practice, improving data capability and rationalising a complex data landscape.

**Job description**:
We are looking for two HEO Policy Officers with an interest and passion for local government to join our Performance Improvement division. The division has been tasked with developing an early warning system to identify local authorities that may be at risk of failure who have not already raised the alarm themselves. This system will have two principal components - a desk based collection and analysis of data and soft intelligence, seeking to identify local authorities that may be at risk. The second will involve Early Warning Conversations: discussion with and visits to local authorities identified as potentially at risk, supported by expert local government reviewers.

**Reviewer team role (1 vacancy)**
- preparation of induction materials to ensure that reviewers understand their roles and the support they can expect to receive from the team in Oflog.
- Managing the pool of reviewers - informing the selection of review teams for each Early Warning Conversation, ensuring professional good comms.

You will also support the division’s cross-cutting function, which will include contributing to briefings, Freedom of Information requests and stakeholder correspondence.

**EWC Secretariat role (1 vacancy)**
- Supporting the preparation of evidence packs that will allow the reviewers to conduct fair and robust conversations with local authorities.
- Leading logistics of onsite visits.
- Taking minutes during onsite visits
- Supporting the drafting of EWC report and any lessons learned exercises.

**Person specification**:
**Essential**:

- Strong oral and written skills including the ability to communicate detailed information succinctly and clearly.
- Ability to work collaboratively, build consensus and influence outcomes, with varied stakeholders both within and outside HM Government.
- Ability to balance different priorities and be able to demonstrate flexibility under pressure.
- Ability to balance competing demands whilst delivering high quality outputs.
- Strong organisational and management skills.

- Knowledge and demonstrable understanding of the local government sector.
- Good understanding of the data and digital environment.
