**Job summary**:
Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Network (ESN) Programme is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics and fire-fighters.

ESN will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.

ESN is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the Emergency Services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology.

**Job description**:

This is a challenging and exciting opportunity to work on one of Government’s biggest programmes, supporting the essential work of our Emergency Services.

Working collaboratively with the 3x Emergency Services on all matters relating to ESN coverage delivery and acceptance, enable the services to successfully transition from the current Airwave service to ESN.

Every 3ES regional constitution and associated governance is different and therefore an integral part of the role is to understand the requirements and lead the regional delivery to the agreed operational outcomes within time, cost and quality constraints.

**Person specification**:
The post holder will be accountable for their own work and have responsibility for the following:

- Ensuring that all the User Organisations (UOs) based or operating in Wales are equipped, from a coverage point of view, to commence migration from Airwave to ESN.
- Ensure that the all the Non-Home Office Forces across Great Britain are also equipped, from a coverage point of view, to commence migration from Airwave to ESN.
- Work with the allocated UOs to understand their operational coverage requirements and priorities for delivery to enable migration commencement and Airwave switch off.
- Be the primary conduit for the sharing of data between the Programme Central Coverage Teams and the allocated 3ES Teams.
- Work collaboratively with UOs and the Central Team to identify and progress in-building and roads-based Areas of Concern (AOCs).
- Liaise with the ESN Mobile Services Supplier to ensure that any AOCs raised in a contractual area are fully understood to support coverage resolution.
- Manage the AOCs through the Coverage Enhancement process (Survey, Design, Build, Implementation) through to the point of acceptance by the UO.
- Using the specialist technical knowledge within the Programme Central Team, assist the allocated UO coverage teams to develop and progress effective delivery plans through to coverage acceptance.
- Identify and monitor risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.

**Essential criteria**
- Strong stakeholder engagement skills and the confidence and ability to communicate technical concepts to non-technical people.
- The ability to work in multi-disciplinary teams, bring together people and views to inform decision making, and be willing to support work that isn't part of your core role.
- Experience of risk and issue management, ideally in a technical environment.
- The ability to create and/or follow best practices across internal departments, industry, government, and the emergency services.
- Be able to attend regular face to face meetings with the allocated 3ES teams based in Wales and occasionally in London and elsewhere in the country.
- The post holder MUST have or be able to attain SC vetting security classification.
