**Job summary**:
This is an exciting time to join the team as we shift into delivery against the Cabinet Office priority to strengthen national security and will drive improvements through the team’s data, systems and analytics work.

The Data Policy Advisor sits within a new team of data and digital experts reporting to the Data Ethics Policy lead and the Programme Director.

Working collaboratively, the team will drive improvements to an existing MVP service called Spotlight Confidential. It aims to provide Economic Crime and National Security due diligence for government grants and commercial customers.

The Government Commercial and Grants Services team are seeking a confident and well-organised individual to join our team to work as a Policy Adviser in data acquisition and compliance. This role will involve developing strong working relationships with both internal and external stakeholders on the delivery of service improvements, providing challenge and support to ensure services are working effectively.

**Job description**:
The Data Policy Advisor role offers an exciting opportunity to promote and deliver the responsible ingestion of information across multiple public and private data sources, supporting a programme of work to identify risk in relation to national security and economic crime threats in the Government grants landscape.

**Key Deliverables**:

- Managing data sharing agreements and other contractual agreements including SLAs, MOUs.
- Assess and prioritise how datasets and data fields meet system and digital requirements.
- Understand and recommend qualitative and quantitative outputs to test / assess large and small data sets, delivering against data ingestion deadlines.
- Interpretation of legislative data gathering powers.
- Implementing legal and regulatory compliance processes to all aspects of data ingestion and management
- Working with stakeholders in our data communities to identify effective and efficient data sharing arrangements and ensure adherence to ethical and legal parameters.
- Creation and maintenance of comprehensive data summaries and recommendations for colleagues, stakeholders, digital partners and external customers. Attend meetings to take forward data processing issues.

**Who you are**

We’re looking for people with strong communications skills, both written and verbal, who can work in matrix-managed teams and a diverse stakeholder environment. Ideally you will have experience working in a fast-paced work environment and have seen what it takes to make projects succeed. How you work is as important as what you deliver. You will be driven and persuasive.

- Policy experience with strong data related challenges and data competence examples
- Strong collaboration and engagement skills
- Ability to adapt to change within a programme environment
- A demonstrable ability to deliver results in a fast-paced, complex, high profile environment
- Excellent written, verbal communication and interpersonal skills, including the ability to establish and maintain effective working relationships with partners internally and externally

**Desirable Skills**

This is not necessary but would be ideal if you have:

- Knowledge or experience in data acquisition and procurement and the associated legal frameworks, for example General Data Protection Regulation (GDPR) and Data Protection Act, Digital Economy Act etc.
- Experience of working within the national security/ counter fraud/ economic crime landscape previously;
- An understanding of government grants and/or other financial tools in government (i.e. procurement or loans).
