The Chief Data Officer has corporate responsibility for the development and delivery of an effective Data strategy that compliments the Trusts Digital strategy and supports the delivery of the Trust’s corporate aims and objectives, working in partnership with the clinical & corporate divisions, IM&T, regulatory bodies, agencies, national and local senior stakeholders as appropriate.

The post holder will be responsible for developing an integrated data strategy on how the Trust will evolve its recording, use and sharing of data. The strategy will ensure quality, patient safety and end user experience (staff and patients) are considered at all stages of the strategic planning and operational delivery of projects, proposals, plans and contracts within the Trust.

The Chief Data Officer will also be responsible for monitoring and reporting and establishing accountability from senior management leads on the overall progress of the strategy as well as against its work programmes and statutory obligations.

The post holder will bring new and innovative approaches that continue to drive reform, best practice, and excellence to support the way in which data, analytics and technology can improve the local and wider Greater Manchester healthcare economy.
- To support the Director of Strategy & Planning in advising on the Trust strategic and operational matters relating to all aspects of data & analytics within the Trust for the immediate, medium term and long term.
- Develop an integrated data strategy that includes innovative and best practice, incorporating expertise from the other sectors both within and outside the health economy.
- Manage, monitor and report on benefits realisation of the data strategy, tracking progress and ensuring that the intended benefits are achieved and maximised.
- To oversee the work of the data management team to ensure that all departments are integrated within the overall strategy achieving synergy between strategy milestones and objectives where appropriate.
- Lead on the development of appropriate programmes of work/projects relevant to directorates, divisions and departments within the Trust and the local and Greater Manchester healthcare economy.
- Continually improve the operational performance of the Data Analytics & Assurance Service by leading and developing a culture of customer service and continuous improvement, striving for excellence and exemplar status.
- Ensure statutory, legal, and regulatory responsibilities are defined and achieved.

On-Call

Please note that senior positions (AFC band 8A or above) may be expected to participate in an on-call rota, if the role is predominantly operational.

Key results from the post holder

Planning and Organisational Duties
- Lead the planning and design on the data strategy to meet the vision and strategic direction of the Trust.
- Manage activities to ensure delivery of the data strategy to meet the needs of the local and wider healthcare economy.
- Responsible for Information Governance team that helps the Trust comply with the General Data Protection Regulation
