**1. Corporate Duties and Accountabilities**:

**2. Main Purpose of the Job Role**:

- Support the Executive Director for Children’s Services in providing strategic leadership for services to children and young people.
- Lead the strategic use of data and quality assurance frameworks to strengthen service delivery.
- Act as the lead service business partner for the Council’s BI Hub, turning performance information into purposeful business intelligence.
- Provide visible and accessible leadership, collaborating with the corporate center and wider strategic partnership.
- Lead the Directorate’s input to the development of key corporate strategic plans and policies.
- Lead and contribute to service improvements and transformation projects at a strategic level.
- Oversee Children’s Services risk management, information governance, and GDPR workstreams.
- Ensure readiness for external inspections, Provide support in maximizing opportunities for external funding.
- Manage budgets and other resources in compliance with strategy and regulations.
- Act as the Children’s Service’s lead for system development working with ICT.

**3. Role Specific Duties and Accountabilities**:
**Horizon Scanning**:

- Identify best practices to inform continuous improvement and development.
- Lead a continuous service improvement model.
- Provide briefings on changes to inspection/review frameworks and implications

**Leading People**:

- Demonstrate leadership in a complex environment, influencing and facilitating change.
- Lead and manage change across Children’s Services, driving a culture of continuous improvement.
- Translate corporate strategy into service delivery through exceptional leadership.
- Lead large-scale Directorate transformation programs.
- Lead the cultural, workforce, and other changes to secure the transformation of children’s services.

**Managing Resources**:

- Ensure value for money and best use of resources.
- Identify and develop opportunities for income generation across children’s services.
- Ensure systems meet the ongoing requirements.

**Managing Performance**:

- Develop and lead the Directorate's strategic performance management framework.
- Lead the development, implementation, and monitoring of a quality assurance and learning improvement framework.
- Lead monthly service and quarterly service-wide performance boards.
- Develop and lead high-quality performance management and quality assurance arrangements across the Directorate.

**Managing Self**:

- Maintain up-to-date professional knowledge and relevant professional accreditation.
- Play a leading role in ensuring close working relationships with statutory and other service providers.
- Provide timely evidenced-based analysis and reports for Members, the Executive Director, Directors, and other Heads of Service.
- Participate as required in any out-of-hours, corporate resilience, emergency planning, and business continuity arrangements.

**4. Key Stakeholders and Reporting Lines**:

- Support the Executive Director for Children’s Services.
- Work proactively with Senior Officers, Elected Members, and various Committees.
- Report directly to the Director of Early Help and Partnerships.
- Key stakeholders include other Directors, Business Insights Hub, and safeguarding partnership.
