**Key Responsibilities**

The Tenancy Officer for Targeted Tenant Services will be a skilled professional in providing comprehensive and person-centered tenancy management services throughout the borough. The Targeted Tenant Service will provide a range of services, including:

- A borough-wide duty and emergency tenancy management and casework function, delivering complex tenancy services on the same day when necessary
- A Locality-based casework and appointment system to manage non-emergency service requests from tenants, enabling them to maintain their tenancies and thrive. This will include managing lower-level antisocial behaviour, overseeing legal work, and other service requests related to the Conditions of Tenancy
- A range of proactive interventions to identify and address resident needs at an earlier stage, including targeted visits to those at risk of poor outcomes
- Oversight and management of tenant-related work associated with voids and new lettings
- Appropriate escalation and de-escalation of cases and seamless handovers within the wider Tenancy Services structure.

The post-holders will be encouraged to develop expertise in a specific area of tenancy-related specialism and work flexibly across the Service as required. They will also deputise for Team Managers when necessary.

The post-holders will provide a responsive and proactive tenancy management service to tenants with varying needs, creating personalized, creative, and realistic interventions that reduce risk and promote resilience. Additionally, they will establish and maintain expertise in the range of tenancy-related matters that residents require assistance with, developing and implementing tools and resources to support the delivery of the service.

The post-holders will provide housing and tenancy-related advice, interventions, and services directly to council tenants, their families, advocates, and other professionals, including the wider staff team. They will also support colleagues in providing the same services and ensure that unnecessary and wasteful demand is minimized.

They will implement robust processes for assessing, recording, managing, and reviewing risks, ensuring that these are dealt with appropriately within the service structure. The post-holders will work in partnership with other service areas and teams in relation to service development, multi-agency panels, and individual cases. They will also understand the role of all relevant statutory and non-statutory services available to residents and support the team in making relevant referrals to safeguard and support them as appropriate.

The post-holders will optimize service delivery through flexible working, co-location, and integration with the wider Tenancy Services structure, other teams, and service areas, including maintaining effective matrix management arrangements, Service Level Agreements, and similar. They will deliver a set of challenging KPIs and personal objectives in line with agreed targets.

Deliver a programme of visits, using data and intelligence to proactively identify and engage with residents who may be at risk of poor outcomes and offer support accordingly

**Requirements**:
**Knowledge**

Experience of providing guidance or support to members of the public in a customer-facing capacity, preferably within a housing or support environment.

**Skills**

Exceptional customer service skills, including a strong dedication to empowering individuals to overcome their difficulties, prosper, and live fulfilling lives.

A comprehensive understanding of the challenges faced by people who have experienced disadvantages such as poor health, unemployment, and trauma, and the ways in which these challenges contribute to social exclusion.

Knowledge of housing and other relevant policy and legislation, including issues related to housing supply and demand, and welfare reform.

Familiarity with the network of statutory and non-statutory social and community services, and the ability to utilize these resources to support and empower vulnerable individuals.

Proficiency in using computers and IT, specifically Microsoft Office 365 packages, databases, and spreadsheets.

Outstanding written and verbal communication skills, with the ability to develop strong relationships, networks, and achieve results through collaboration.
