DCC is seeking a highly skilled and experienced Head of Delivery Assurance to join our talented and dynamic team supporting a significant portfolio of change and delivery within the Service Delivery function. This is a key leadership role, forming part of the Service Delivery Leadership team that is critical to the successful delivery of the DCC change portfolio.

The SDA function will work with programmes and projects to agree an external governance route that includes our customers and that adheres to the external delivery assurance framework; undertaking agreed activities and supporting the timely production of quality artefacts to ensure we get right first-time decisions from external governance groups.
- **What you'll be doing**:

- Lead the SDA team in delivering tasks in accordance with the SDA FW.
- To work with external and internal stakeholders to establish, document, and continually evolve the underpinning SDA framework to ensure it is fit for purpose.
- Identify any capacity and/or capability gaps in adhering to the DSA Framework.
- Develop the SD Assurance Process dashboard’ which will report on compliance against the framework and ensure it is driving the right outcomes for DCC and industry
- Work with other functions across DCC to ensure all assurance activities and handoffs are managed effectively, avoiding duplication of effort/cost and/or conflict in decision making.
- Build strong relationship with industry, ensuring the DA FW meets their needs.
- Commission annual independent assurance activity agreeing the final product and ongoing management, of any recommendations resulting from the activity.

The role will work closely with:
- The Chief Delivery Officer and Delivery Directors: providing them with reports on the effectiveness of assurance in supporting programme and project process.
- DCC ExCo: to provide assurance updates as required.
- Regulatory stakeholders: including. SEC Panel, its sub-committees, and their chairs, OFGEM and DEZNZ to agree assurance outcomes and develop appropriate processes to support the progress of programmes and projects.
- DCC Customer engagement team: seeking their support in administering and adhering to the framework any that performance is being measured and reported to our customers.
- The wider programme teams: offering leadership, education and counsel on SDA expectations, the SDA framework itself and Programme SDA performance and improvement
- Senior leaders from other functions across DCC e, to ensure the effectiveness of assurance is cohesive, and lessons learned are applied that benefit the end-to-end assurance process.
- What we're looking for
- They will excel at managing senior stakeholders across industry with the ability to deliver difficult messages and influence behaviours to assure outcomes.
- They will also be an effective risk manager and have a sound understanding of delivery and change management methodology and practice. Strong analytical thinking and attention to detail is essential, as is the ability to influence, shape and evolve the Delivery Assurance function.
- ** Enterprise Programme Delivery** - 5+ years’ experience of leading / delivering successful change in large, complex, and regulated technology-centric programme environments with complex stakeholder groups - either in a programme management or PMO Service Assurance capacity.
- ** Service Assurance Leadership **- significant experienced in leading and growing a capability and enabling optimisation of processes and ways of working. A recognised leader of people with the ability to influence, shape and drive behaviours and outcomes across change teams and the broader change delivery community.
- ** Collaboration** - Excellent relationship development and management skills with the confidence to effectively challenge others where appropriate. Shapes a highly collaborative culture from the top down, creating accountability across multifunctional teams and organisational boundaries.
- ** Effective communication** - with an ability to filter and interpret technical programme updates and provide clear, concise reports for non-technical audiences.
- ** Attention to detail and an analytical** **ability** - to help propose solutions to problems and appropriately prioritise activities.
- ** Strong initiative and drive, self-motivated** with an aptitude to work well under pressure and with low supervision.
