This role will provide leadership to the clinical and care professional network for Cancer across the Integrated Care Board (ICB), and to the other Place Clinical & Care Professional Leads across the range of portfolio areas. They will be the ICB Cancer representative on the Lancashire and South Cumbria Clinical and Care Professional Assembly, ensuring the delivery of an increased awareness of cancer prevention and care in line with national initiatives at system level.

The Clinical and Care Professional Cancer ICB Lead will participate in developing programmes of education to improve referral practice, increase awareness of new or evolving clinical guidance, and share best practice in relation to cancer pathways (such as FIT), working closely with the four Place Cancer leads and the ICB secondary care cancer lead.

Although the focus of the role is Cancer it will involve working with portfolio leads across Lancashire & South Cumbria ICB, including representing the system and portfolio at relevant forums, identifying issues of concern and sharing improvements.

Work across the system to provide clinical leadership in relation to cancer pathways, clinical guidelines, operational standards, and key outcome measures described in the Primary Care DES, NHS Long Term Plan and other key policy documents.

Act as an advocate across all health and care sectors supporting pathway redesign.

Actively identify and pursue opportunities to reduce health inequalities across Lancashire and South Cumbria.

Use data to identify areas of focus from recognised sources such (cancerstats, Model NHS, cancer wait times, PHE Fingertips).

Work alongside Place Based Partnerships (PBPs) Cancer Leads to direct activities in relation to areas of low performance, targeting health. inequalities and support the implementation of the key aspects of the DES.

Support innovations and new technologies, engaging PBPs to develop and implement pilots at place level.

Support the development of business cases and expansion plans in relation to access of national innovation funding, community diagnostic centres, the elective recovery programme and other relevant service development proposals.

Risk Management
You are required to contribute to the control of risk and use the incident reporting system to alert the ICB of incidents or near misses that may compromise the quality of services.

You should have a strong, demonstrable understanding of current health and social care national aims and policies in your chosen specialist area as well as robust local knowledge of the determinants and barriers to providing user focused services in this area.
