This is a senior leadership role and you will be working with a range of stakeholders including NHS England (regional and national teams), ICBs, NHS Trusts, independent sector organisations, primary care and patient groups. The role exists to develop and begin delivery of a target operating model (TOM) and governance framework for the new networks, to provide support, advice and guidance around the development and delivery of diagnostic services linked to the recommendations of the NHS Long-term Plan, the National Strategy for Diagnostic Networks and Richards review of Diagnostic Services. The role will require excellent communication and relationship skills due to the complex nature of the services across the region. The postholder will be required to negotiate with key stakeholders to deliver large scale patient benefits even where services are highly optimised for local delivery and may not align to regional goals.

The post holder will provide and receive highly complex, sensitive and sometimes contentious information with barriers to understanding. They will be required to present this information to large groups and sometimes in challenging environments where individuals may resist change.

The post holder will communicate with internal and external staff and agencies to ensure compliance with performance targets, strategic objectives and will Involves negotiation and diplomacy. The post holder will undertake presentations to staff groups which may convey highly contentious information in atmosphere of proposed major change. A critical responsibility will be to oversee the development and delivery of the TOM and associated work programmes by working collaboratively with clinical and executive partners and to successfully lead and manage key programmes with the support of ICBs and NHSE. The role requires the ability to identify and deliver quick wins whilst building trust and identifying and delivering medium to long term goals.

Team management and matrix management skills are essential as is a keen understanding of several key pillars such as Digital, IT, Workforce and Data. You will be comfortable with complex and strategic engagement and negotiation with NHS senior directors, managers, and clinicians, as well as other external stakeholders from across the sector. The postholder will act as an ambassador for the network representing the network at meetings and events and able to clearly articulate and communicate the network values and vision. You will identify and lead on a range of significant projects ensuring they are planned, managed, delivered, and evaluated in a timely and effective way.

You will have considerable flexibility and autonomy in taking forward network programmes of work within the parameters and the scope of the TOM.
