**Background**
The Legislation Office provides three core services: publishing and procedure for public bills, scrutiny of secondary legislation, and corporate legal services.
This vacancy presents an exciting opportunity to get involved in the scrutiny of secondary legislation, an area of work that has taken on particular prominence following the decision of the UK to withdraw from the EU and then the outbreak of the COVID-19 pandemic in 2020.
Applications are invited for a Committee Adviser, to add to the current complement of two Advisers, to support the work of the House of Lords Secondary Legislation Scrutiny Committee (SLSC) (and any other Lords committee charged with considering secondary legislation).
**The Role**
The principal role of the Committee Adviser is to look at large numbers of statutory instruments laid before Parliament, to spot what is significant about an instrument in terms of policy impact and the process of policy formulation and presentation, and to explain this, both in writing and orally, to the Committee.
With each statutory instrument, departments provide an Explanatory Memorandum and other documents. These may not, however, tell the full story. The Adviser must decide when to press departments for more information where an Explanatory Memorandum, or another document, fails to answer questions which the Committee and the House may expect to be answered.
The Adviser needs to maintain good relations with departments. This involves not only contacting officials on individual instruments, but also giving regular talks about the work of the Committee to audiences of departmental officials and others. The Adviser also needs to have an ability to consider issues relating to secondary legislation more generally and be able to advise the Committee on thematic inquiries.
The team currently supporting the SLSC consists of a Clerk who manages the team, two Committee Advisers, and a Committee Operations Officer. The post which is now being advertised would be a permanent addition to the team.
**The Person**
**Judgment and understanding**:
- A good understanding of the working of government and of the role of Parliament, and of the interrelationship between the two institutions.
- Sound judgment and a good understanding of what it means to act with professionalism and impartiality, particularly in the context of a politically charged environment.
**Communication skills**:
- The ability to assimilate, understand and interrogate complex information quickly, to develop evidence-based recommendations and to explain complicated issues clearly and concisely to the Committee and other audiences.
- Excellent writing, drafting and oral presentation skills
- Ability to communicate with a wide range of contacts, particularly Committee members, but also other members of the House, witnesses, departmental officials, and representatives of external interests
**Organisational skills**:
- Strong organisational skills and an ability to take responsibility for prioritising work
- Resilience under pressure and an ability to work to tight deadlines
**Teamwork**:
- An ability to maintain effective and respectful working relationships with members of the Committee, colleagues, and departmental officials
- Ability to work effectively both individually and as an inclusive team member.
