The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. **The role**:
An exciting opportunity for a Commercial Lead (Finance) has arisen within the DWP Commercial Estates Category. The role will support large scale Facilities Management, Life Safety Systems and Security procurement activity and provide commercial and in particular finance support on a range of matters. This role will contribute to the wider department’s Workplace Services Programme (WPS).

The department is currently preparing to launch its WPS ITTs in July. WPS consists of Facilities Management, Life Safety Systems (the provision of Planned and Preventative Maintenance to ensure Statutory Compliance of key building systems such as lifts, gas, electric and fire) and Security. The combined value of these contracts is currently estimated to be [insert value]. Tenders are expected to be returned for evaluation in the Winter of 2023. Contracts will be awarded and mobilised from April 2024 with Operational Services due to commence in April 2025.

**As a Commercial Finance Officer your main responsibilities would be**:

- Should-Cost Modelling (SCM) - support the ongoing development of the SCM build, identify and test assumptions, model alternative options, analysis of financial impact and evaluation of suitability of outputs
- Pricing Template Contract Cost Register (CCR) - support the design and build of the CCR’s, draft and review instructions to feed into the Invitation to Tender (ITT) and test the models for accuracy, impact and suitability
- Selection Questionnaire (SQ) - agree requirements for inclusion into ITT and review of relevant contract schedules
- Key Performance Indicators (KPI’s) - identify and develop finance related KPIs
- Pre-bid clarification Q&A - co-ordinate and lead on financial responses to pre-bid questions, including drafting and reviewing all responses that may have financial implications. Develop/hold finance surgeries
- Financial Evaluation of bids - design and co-ordinate financial evaluation criteria, outputs, undertake benchmarking and make evidence-based recommendations
- Governance and Approvals - support financial elements of internal and external governance and approvals required throughout the procurement and mobilisation periods
- Cabinet Office Templates - support and co-ordinate completion of project monitoring templates to meet Cabinet Office requirements.

**You’ll have relevant experience in**:
**Essential**:

- Experience of working on complex procurement / commercial project(s) including financial aspects such as cost modelling, options analysis, bid evaluation and analysis.
- Ability to build and maintain strong stakeholder relationships.
- A key team player - able to work well as part of a team, take ownership, give direction and feedback to colleagues.

**Desirable**:

- An understanding of public services procurement and associated supplier markets.
- Experience working in a Commercial Finance role
- Experience in the delivery of change programmes and change control contract management within major contracts.

**Qualifications**:

- CIPS/IACCM desirable but not essential
