**About Us**

**The Research Excellence Framework (REF)** is the system for assessing the quality of research in UK higher education institutions, with the most recent exercise concluding in 2021. It is a peer review assessment process involving submissions from higher education institutions across the UK. The REF is delivered by Research England on behalf of the four UK higher education funding bodies (Scottish Funding Council, Higher Education Funding Council for Wales, Department of the Economy Northern Ireland). Research England is a council within UK Research and Innovation.

REF is a fast-moving exercise managing a wide range of policy areas, expert panel members that span all research disciplines and types of research outputs. Research England and the UK’s other funding bodies undertake periodic assessments of research quality to inform their funding allocations and to provide quality assurance as to how these funds are spent. REF 2021 was the second REF and the sixth national exercise in broadly its present form. 157 Higher Education Institutions submitted returns to REF 2021, with assessment taking place across 34 disciplinary units of assessment. The next national assessment exercise is planned to take place in the coming years.

You will have experience of working in a policy field or strategy field and be keenly aware of the importance of stakeholder engagement to successful policy and strategy development.

These roles will support the effective implementation of the Research Excellence Framework by leading and managing the delivery of policy areas key to the exercise, briefings, and related community engagement.

Policy focus will include some of the following areas: Open Access; policy relating to People, Culture and Environment; Engagement and Impact; Interdisciplinary; Technical and Practice focused research.

One of these roles will have a stronger focus on REF-wide engagement and be a core part of the new REF Engagement Team, with responsibility for the design and delivery of policy engagement activity. Through this you will build, maintaining and communicating in depth knowledge and understanding of the hopes and concerns of different sector groups, and use that to shape the work of the wider REF Team.
- Work in partnership with REF Team and funding body colleagues to develop and deliver specific programmes of policy focused activity that meet our ambitions for deep, broad and equitable engagement for the UK research community with the development of REF 2029
- Lead the implementation of the People, Culture and Environment (PCE) element of REF 2029
- Lead the refinement of the indicators for the Contribution to Knowledge and Understanding (CKU) element of REF 2029, and relevant related policy and process
- Lead the refinement of the indicators for the Engagement and Impact (EI) element of REF 2029, and relevant related policy and process
- Lead the development and delivery of REF Open Access policy and processes, working in close liaison with other funding body and UKRI staff working in this area to ensure the policy created for REF fits with wider policy movement in this area. This will require engagement with a range of discipline bodies to ensure the policy developed and language used work equally well across the wider community
- Recruit and manage Expert Advisory Groups, ensuring their timely development of advice is used in the development of policy and wider process
- Support the creation and delivery of smaller “task-and-finish” style focused policy advisory structures that bring in expertise from across the community as needed
- Manage the recruitment for and oversight of the delivery of panel secretariat support, working closely with the Panels Project Manager
- Manage the preparation, consultation on, and finalisation of specific elements of the Guidance on Submissions
