Interim Compliance and Facilities Officer - Property and Housing - Manchester

Interim Compliance and Facilities Officer - Property and Housing - Manchester
- To provide a Facilities Management service to ensure the effective day to day operation with regarding Homes offices, Community Buildings, General Needs Communal Blocks and Commercial units.
- Prepare budget submissions for all servicing, maintenance and associated consultant requirements for each building including undertaking monthly budget monitoring processes to ensure spend is within profile and within budget, and supporting the Building Compliance Manager with reporting.
- Provide a cost effective quality procurement and tender service to achieve the above within the requirements of the Trust's financial regulations and European Procurement Rules.
- Use best business practices to manage and reduce operation costs.
- Undertake regular building inspections, in conjunction with site based supervisory staff to ensure each building is adequately maintained and all Health, Safety, Wellbeing and Building Compliance requirements are in place.
- Establish and maintain information systems to support and enable service delivery including accurately input and amending data as required.
- Efficiently process, update, maintain and monitor all documentation ensuring that the information is accurate, up to date and timely to achieve service objectives.
- Track building upkeep as well as anticipated long and short-term improvements and maintenance and support the Asset and Data Manager to ensure that Building Compliance is included in the overall investment plans.
- Effectively manage Facilities contracts, Contractors and Consultants to ensure they are delivered to time, budget and service level agreements.

**The Successful Applicant**:

- Ability to communicate confidently and sensitively with a range of customers
- Knowledge and understanding of relevant principles, procedures, practices and legislation connected with the Servicing, Repairs & Maintenance of properties and the delivery of the materials procurement service
- Demonstrable skills for forward planning, meeting deadlines and problem solving in meeting service delivery.
- Ability to organise own workload to meet conflicting deadlines.
- Good supervisory skills and ability to undertake effective negotiations
- Knowledge and Experience of Facilities Management.
- Experience and knowledge of developing & managing budgets in line with agreed targets.
- Experience of dealing with and responding to high priority incidents and effectively resolving.
- Experience of procuring and managing goods and services contracts.
- Have experience of dealing with the public and working in occupied homes
- Basic understanding of Health & Safety, COSHH and security procedures
- Knowledge of the technology and safety procedures required to carry out the full range of tasks contained within the Job Profile.
