**JOBDESCRIPTION**:
**Title**: Housing and TenancySustainment Officer
**Salary**: £11.27per hour
**Working Hours**: 18.75 hours per week as determinedby the needs of the residents. Due to the nature of the post, evenings, weekendsand Bank Holidays work may be necessary.

**Background**:
YMCA Black CountryGroup (YMCA BCG) is the branch of the YMCA global movement in the BlackCountry. YMCA BCG operates charitable companies & associated tradingsubsidiaries in the Black Country boroughs and South Staffordshire area. Thecombined turnover of the group is in excess of £6M, delivering a wide range ofcommunity services including supported housing, youth work, childcare andfamily support, drug and alcohol counselling, skills and employment training,health and well-being services. YMCA BCG employs over 175 staff and alsoworks with around 50 volunteers and voluntary trustees.
**Job role**:
To support the HousingServices Manager to ensure the provision ofhigh quality day-to-day housing management functions of the YMCAs housingstock in Black Country. This includes, but not exclusively, the letting,management, maintenance, administration, rent collection and provision ofhousing services on all allocated Black Country housing properties andmonitoring and reviewing the progress of residents within the schemes using thetenancy and sustainment assessment tool.
**Duties**:
**Access to Housing & Tenancy Sustainment**
- 1. To be involvedin interviewing applicants and carry out the appropriate needs and riskassessment and reference checks before offering accommodation.
2. To carry out anappropriate induction to the allocated Black Country housing properties once anoffer has been made to an applicant.
- 3. To coordinateor signpost any additional support a resident may require during their time atthe YMCA by liaising with internal and external agencies in relation tomaintaining their accommodation.
- 4. To promote theservices provided by YMCA Black Country Housing Services ensuring referralagencies and applicants have the information about the schemes.
- 5. To keep voidsto a minimum on allocated properties by ensuring they are cleaned, prepared andready to let in the quickest time possible.
- 6. To visit theproperties as agreed to ensure they are safe and the residents are adhering tothe licence agreement and the property is being kept in a good condition.
**Collection ofCharges & Financial Accountability**
- 7. To beresponsible for managing the rent arrears of allocated properties maximisingall income, reducing arrears and ensuring all records are accurate and up todate. Monitoring any rent agreements that may be agreed by the Housing ServicesManager
- 8. Ensureresidents claim all entitled benefits including Housing Benefit and otherapplicable benefits / grants to ensure recovery of rent and service charges.
- 9. Liaise withHousing Benefit staff to ensure the residents account is active and theresident is aware of their responsibility of providing any information to ensurethe housing benefit is paid and reduce all arrears.
**Housing Management Services**
- 10. Liaise with Housing Benefit Office, EmploymentServices, Social Services, Probation Services and other authorities asnecessary in relation to housing management.
- 11. Ensure that residents are compliant with and keptfully informed and consulted on matters affecting their Licence Agreement andthey understand their rights and responsibilities.
- 12. Liaise with Housing Service Manager concerningbreaches of the tenancy / Licence Agreement at an early stage and help seekpositive resolutions.
- 13. Make regular visits to the residents in their propertyto ensure safety and security of the accommodation and deliver and monitormanagement and support services.
- 14. Deliver housing services including arranging theservicing of appliances and advice on safe use of equipment and applianceswhere applicable.
- 15. Maintain information relevant to the client groupincluding information on issues and organisations relevant to the welfare ofvulnerable people.
- 16. Act as a point of contact in emergencies and when outof hours services are needed.
- 17. Ensure incidents / problems are fully reported andinvestigated and take action to resolve problem or take holding action until apermanent solution is found.
**Maintenance/Cleaning**
- 18. Undertake regular visits to the housing properties toinspect the accommodation and get resident feedback to ensure that repairs andcleaning of the buildings are carried out promptly to a high standard and thatsafety and security is maintained.
19. Arrange a high volume of repairs and maintenancecompared to that required in general needs housing.
- 20. To carry out an end of licence visit with the residentto ensure the property is left in a good conditions
