**Job description**:
**About the role**

Our People Services directorate is responsible for an ambitious agenda of People programmes to support the organisational development and capability of the ICO as a service provider, regulator and employer. We are leading the ICO’s drive to ensure we develop the right culture based on our values for the success and direction of the ICO.

As the strategic lead for employee relations, you will develop close working relationships with internal and external stakeholders, and lead the development of effective employee relations plans, policies, processes and strategies for the ICO, ensuring policies and procedures are dynamic, modern and clear while meeting legal requirements, reflecting good practice and enabling the organisation to achieve its people management and employee relations objectives.

You’ll demonstrate the capability and behaviours that support corporate efforts to ensure the People Services at the ICO remains an efficient and effective enabling tool for delivering our people business plans and people strategy.

You’ll be ambitious, collaborative and service focused with a desire to deliver value and empower people through the work you do.

**KEY RESPONSIBILITIES**
- Lead engagement with the organisation’s recognised trade unions both within formal and informal meetings.
- Develop, lead and implement an employee relations strategy, ensuring that the ICO’s recognition agreement is effective and adhered to.
- Work with managers to ensure they are confident to lead their trade union pre
- consultation and full consultation meetings, taking the lead on complex negotiations and regular information exchanges and embedding best practice guidelines to support the ICO’s good faith working ambitions with trade unions.
- Ensure business plans are delivered in line with the agreed schedule, scope and budget and will manage key stakeholders, identifying any issues and risks and taking action to mitigate against these.
- Provide specialist employee relations advice to the Executive Team, Senior Leadership Team and senior managers which enhance and promote the ICO’s priorities and objectives, ensuring that equality, diversity and inclusion considerations are integrated into discussions at an early stage.
- Manage resources effectively including the matrix management of People Services colleagues as required, ensuring that team members are clear about expected standards of performance, motivated and professionally developed to provide excellent services.
- Manage employee relationships in a unionised environment.
- Resolve difficult and sensitive situations in a diplomatic and professional manner.

**Person specification**:
**About you**
- Substantial experience relevant to the role requirements, as described in the role responsibilities and person specification, and accumulated through any combination of academic or vocational qualifications or experience.
- Substantial experience in a generalist or senior HR or ER role.
- Substantial experience in an ER/policy environment.
- Experience of managing employee relationships in a unionised environment.
- Experience of dealing with and resolving, difficult and sensitive situations in a diplomatic and professional manner.
- Comprehensive knowledge of writing strategies, plans and processes.
- Up to date knowledge of relevant employment law and best practice in trade union relationships.
- Ability to write and implement policies/ procedures.
- Effective written communication skills.
- Excellent verbal communication and interpersonal skills.
- Ability to take complex information and provide clear advice to the relevant stakeholders.
- Excellent organisational, planning and management skills, including workstream, delegation, budget, performance and project management.
