**Job description**:
Within the Directorate of UK Maritime Services (UKMS), Ship Standards has responsibility for developing, negotiating, and maintaining UK policies and regulations relating to a wide range of safety and environment issues associated with ships and vessels of all sizes (from small pleasure vessels to the largest internationally trading ships).

This provides a dynamic working environment including regular engagement with operational colleagues in other areas of the Maritime and Coastguard Agency (MCA), other Government Departments, and other national Maritime Administrations, as well as industry stakeholders.

As the Ship Safety Policy Lead, it will be your responsibility to take a proactive lead in managing and developing UK policy regulations and guidance for the specific policy area as directed by their Line Manager, in support of UK government objectives for a safe and commercially successful UK fleet supported by their own technical knowledge and the expertise of colleagues, in support of UK government objectives for a safe and commercially successful UK fleet supported by their own technical knowledge and the expertise of colleagues.

The role will provide a focal point for their area of responsibility for liaison with stakeholders (both internal and external) to ensure the MCA has an informed and balanced approach that meets the Government's obligations, industry needs, and public expectations.

This is an exciting opportunity for you to join a team where no two days are the same, you will be dealing with a variety of work, looking at different aspects of Ship Safety Policy and legislation. In addition you will be heavily involved in discussions with the international maritime organisation. This will provide you with a high level of exposure to stakeholder at all grades, with opportunities to network and build long lasting relationships. There will be Lots of cross government working, industry engagement and dealing with lawyers and parliament to ensure the correct implementation of maritime the policies and legislations.

**_ A valid passport is required for the role._**

This role requires occasional UK and overseas travel which may involve overnight stays and working outside of normal hours, potentially at weekends.

This role will be based in the Southampton HQ. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work. Details of the arrangement will be discussed further with your line manager.

**Your responsibilities include but are not limited to**:

- To contribute to, and where appropriate lead, the negotiation, development, implementation and management of policy and regulation in order to maintain and further develop a safety-focused, consistent and proportionate regulatory framework for merchant ships in the UK, in particular where this relates to policies concerning ship safety, with a focus on, but not limited to Stability, Load Line and Tonnage.
- In conjunction with senior colleagues, to represent the MCA, and/or the UK, at internal, external and international meetings and working groups (e.g. International Maritime Organization (IMO), Department for Transport (DfT) etc.) associated with their areas of responsibility, including the drafting and presentation of substantive papers where necessary.
- To draft instructions for Government lawyers for preparation and timely implementation of regulations and codes and guidance related to UK policy and coordinate associated impact assessments. This includes the development of M-Notices, Safety Bulletins, Instructions to Surveyors and Advice Notes as
