**Essex County Council (ECC) are delighted to be supporting Braintree Council to recruit a Business Support Officer.**

**The Opportunity**:
An exciting opportunity has arisen for a Business Support Officer to join our Operations team.

The post holder will lead a team that provides a range of technical administrative duties as well as support with the commercial waste contracts and internal/external service level agreements, (SLAs).

Taking a lead on the day-to-day management of the team, you will be responsible for the supervision of employees, including performance and absence management, staff development and team building.

You will ensure a smooth and efficient delivery of services, support the Contracts and Projects Manager in maintaining and developing SLAs and contracts and provide administrative support to the Unit Managers, as well as co-ordinating and collating all Operations performance data for updating Pentana on a monthly and quarterly basis.

**Experience**:
Your essential skills will include negotiating and influencing, together with an ability to think creatively to develop processes, and procedures to maximise business efficiency. You will also possess strong communication skills, enabling you to provide professional technical advice and guidance to support front line managers.

At operational level, you will have the ability to focus on the key issues, identify appropriate solutions and ensure compliance with corporate and legislative requirements; and at Strategic level, you will have experience in building/nurturing partnerships with other organisations.

**Accountabilities**:
**Business Support**
- Manage the day-to-day operation of the Business Support team.
- Develop staff ensuring that staff levels reflect the demands of the service and flexible/generic working arrangements.
- Provide administrative support to all Operations’ Service Unit Managers.
- Promote operational services to existing and new customers; liaise with managers and other operational staff to ensure effective and seamless service delivery.
- Support the Contracts and Projects Manager to establish and maintain appropriate monitoring systems and provide accurate management information including co-ordination and collation of all performance data within Operations for updating Pentana on a monthly and quarterly basis.
- Prepare reports and statistical information as required by SMT including co-ordination and analysis of customer surveys.
- Manage payments for goods or services received, having regard to the Council’s standing orders and financial regulations. Manage Recycling Credit Claims ensuring that claims are submitted accurately and within time.
- Lead on the Customer Service Excellence Award for Operations.
- Act as the Health and Safety Liaison Officer for Operations and discharge the responsibilities expected of the role including undertaking VDU assessments, monitoring the Health and Safety log and assisting the Contracts and Projects Manager with Legionella compliance.
- Ensure procedures for Operations’ Business Support are up to date and reviewed, at least on an annual basis.
- Maintain call-out rota.
- Maintain and update information on the website to cover all of the service areas in Operations: Street Scene/Horticulture/Waste/Recycling/Cemetery/ Parks and Open Spaces/ Car Parks and Highways.
- Develop and maintain an in-depth knowledge and understanding of Operations’ services in order to advise customers of the options available relevant to their requirements.

**Contract Support**
- Work with Operations’ Service Unit managers to identify opportunities to develop and implement improvements and innovations in service delivery, to create flexible, responsive and profitable services.
- Research and analyse information in respect of customer requirements, perceptions, satisfaction levels and complaints.
- Assist the Contracts and Projects Manager to maintain a comprehensive Contract Register and ensure an effective and timely response to the renewal of existing contracts, Service Level Agreements etc.
- Interrogate and understand the current contracts register and develop knowledge of SLA’s and identify costs savings/income generation to ensure value for money is achieved.
