**Main Duties and Responsibilities**:

- Operate the process of changing the inventory of assets on the highway network through
- Implementing processes to plan, record and understand the consequences of change to the Project Network
- Co-ordinating / facilitating the exchange of information needed to support transfer of maintenance liability to the council’s service provider(s)
- Providing information to enable changes to be made to payments to service providers for changes in maintenance costs / liabilities and electricity
- Supporting the process of long-term planning / asset management for Highway infrastructure through understanding the implications of planned changes.
- Liaise with service provider(s) to ensure that there is clear instruction from authorised decision makers within the council
- Develop the client and partnership arrangements required for future highway maintenance and management service provision
- Support the Principal Network Change Officer as required in more effective management of inventory and realisation of life cycle and maintenance benefits resulting from changes to the network.
- Support the development of changes to highway infrastructure through reviewing and commenting on proposals (including business cases) to ensure that they are clear, funded and affordable
- Recording changes in inventory (Accrual / De-Accrual / Highway Works Authority Works) and Electricity Adjustments to enable payment to be calculated in an auditable way; iii. Ensuring that there are appropriate IT, data and administration systems, functions and procedures in place to support the management and operation of the contract(s) at an operational level
- Providing performance and management information on: a. Committed resources and budgets for changes to highway infrastructure; b. Recovery of contributions to maintenance costs from other parties (including Council revenue budgets and external contributions).

**General responsibilities**:

- Participate in and contribute to team meetings as required
- Maintain a working knowledge of operations of service providers that may impact upon the service, the level of professional expertise required to perform in the post and continue to develop to meet future business needs
- Understand the relevant contract processes relating to the performance of the role and the relevant key commercial issues for the Authority
- Understand and work within the policies and procedures of the City Council, including implementing the Equal Opportunities in employment policy and the Directorate’s equality plans
- Any other duties commensurate with the grade

This position is a temp contract of **3 months**, working within a flexible working scheme of **36.5 hours** 5 days **Monday-Friday 07:00-19:00**, **paying £14.83ph**
