**Job description for Cost Controller - Finance**

We at the Submarine Delivery Agency (SDA) are recruiting for a Cost Controller - Finance based within our Submarine Production (SMP) Team.

The SMP team is responsible for managing the build and Sea Trials of Astute Class submarines prior to entry into service.

Within this role, you will use your knowledge and experience to support the SMP delivery by ensuring project costs are rigorously controlled and relevant financial and performance reporting requirements are met. You will find yourself integrating with accomplished, multi-disciplinary teams and stakeholders, engaging across several projects in the portfolio. You will gain full exposure to the organisation and operate at the core of what we do. All of this provides an important aspect which enables Project Managers to deliver on scope, to time and to budget and make informed strategic decisions.

You will collaborate to solve challenges unique to our industry and, by linking with fellow minds and allies across the world, you will provide a significant contribution to our success. You will strategically lead a team, encourage a culture of imaginative thinking, learning from experience and driving for improved quality by challenging the status quo.

We operate a hybrid working environment where there is an expectation to attend site at least twice a week, however this may vary dependent on business needs.

**Responsibilities**
- Work with Project Delivery Team to manage and report financial forecasting, including financial risk, providing accurate and insightful commentary, challenge and variance analysis. Provide Financial input and information at the PM/CAM monthly FOO reviews to empower stakeholder decision making.
- Manage the Financial input to the Annual Budget Cycle process and lead on the preparation of the cost model, to work in conjunction with PM/PCM and with the production of the PCR forecast and the provision of 1* Screening Packs. Ensure accurate supporting data and resulting actions are reflected in the forecast reports
- To challenge and interpret complex supply chains cost data to support accruals for multiple contract types (FP/TCIF etc.) and project forecasting.
- Communicate complex financial performance data in a simple and understandable form to key members of the project, programme and SMP leadership.
- Manage the team to actively support audit and internal compliance, ensuring accruals, journals and option proposals have robust supporting evidence. Ensure efficiencies captured are promptly and adequately supported by auditable evidence
- Work with Estimators to develop cost models and assist in the production of Investment Appraisals. Monitor project expenditure against approval and liaise with F&A colleagues to ensure that VAT and FOREX costs receive the correct financial treatment
- Work collaboratively with Finance Business Partner (FBP) and Cost Control Lead, providing timely financial information for relevant Business Cases. Provide prompt evaluation of proposals, returning feedback to the PM and monitoring project cost spend against approval
- Work with PM/Scheduler/PCM to implement Cost Loaded Schedules to drive forecasting. Guide the production of EVM analysis to demonstrate project performance and analyse variances to plan, determine impact on the schedule and cost to complete the scope of work. Ensure consistency with IYM and EVM reporting

**Person Specification**
- Previous experience of working in a cost or finance management environment
- Previous experience in cost scenario analysis, budgeting and forecasting
- Experience in leading, coaching or professional development
