**Job description**:
**The role and our team**

Would you like to help deliver critical policies for addressing climate change? In 2019, the UK became the first major economy in the world to legislate to have “net zero” carbon emissions by 2050, meaning we will no longer be a net emitter of greenhouse gases which contribute to climate change.

Carbon Capture Usage and Storage (CCUS) is critical for Net Zero, underpinning our 2035 decarbonised electricity system commitment, decarbonising hard to abate industrial sectors and supporting the development of a new Hydrogen economy. We have an ambitious target to establish 4 carbon capture clusters capturing 20-30 Mtpa of CO2 by 2030 from a mixture of gas dispatchable power plants, existing industrial emitters, new blue Hydrogen production facilities and engineering green house gas removals.

We have identified the location of the first 2 carbon capture clusters and have developed a suite of business models to support the development of both the capture projects and the CO2 Transport and Storage network. Each of these business models has distinct impacts for government finances which need coordinating at programme level. We will shortly enter a period of complex multi-dimensional negotiations that are likely to have far reaching impacts on the success of CCUS across the UK.

We are looking for a passionate government finance specialist, who is able to straddle the policy and finance communities. This is a key role in our complex programme acting as programme lead across all key government finance policy topics, including our cross government engagement.

**Key responsibilities**
- Provide expert advice and challenge to the Programme on financial matters.
- Build strong relationships with senior policy leads and support them in developing advice to senior officials and Ministers covering financial matters including budgeting treatment and accounting issues as well as Accounting Officer assessments.
- Lead the translation of policy decisions and proposals and strategic objectives into financial impact, risks and opportunities.
- Draw insights and make strategic recommendations from financial reporting and other complex information and communicate these clearly to senior audiences to support the decision-making process.
- Provide high quality information and advice to shape fiscal event or business planning bids and support prioritisation decisions within the Group and the Department.
- Use strategic and commercial acumen to champion a culture of effective decision making and risk management to underpin strong financial performance.
- Work collaboratively and constructively with colleagues to support the development of business cases, ensuring adherence to HMG controls and guidance.
- Act as a key liaison point between the Programme, BEIS finance, policy, BEIS' Partner Organisations and, HMT.
